1 Civil/Environmental Engineering <br /> RFQ#12-04-02 <br /> 3.0 STAFFING AND QUALIFICATIONS OF PROJECT TEAM <br /> 3.1 PROJECT ORGANIZATION <br /> ECT personnel have extensive experience in managing contracts for various local, state, and federal <br /> 1 governmental agencies. ECT's management approach includes selecting the appropriate staff for the <br /> project, making a commitment of company financial and other resources, furnishing the project team <br /> with a responsive scheduling and cost management system, and selecting qualified subcontractors as <br /> needed. This approach helps ECT achieve its goals of being responsive to the schedule and to meet <br /> project objectives, providing for the safety of all personnel engaged in project activities, providing project <br /> control to assure adherence to budgets and schedule, and providing our clients with a superior work <br /> product. This section describes both the proposed project team and the ability of the key professional <br /> personnel. <br /> The proposed project team for this program is presented in Figure 3-1. The organization chart illustrates <br /> the lines of communication between the City, the ECT project manager, assistant project manager, and <br /> technical staff. The chart indicates the primary project contact, the project and assistant project manag- <br /> er, both located in Fort Lauderdale, for all coordination with the ECT team. <br /> For each task assignment, the project manager will assemble a team from the available talent pool with <br /> the technical discipline or multidiscipline expertise and experience matching the requirements of the <br /> requested scope of services. The project manager will also select specialty subcontractors to be used, <br /> and seek concurrence from the City prior to finalizing the team. This organizational concept has been <br /> used successfully on other contracts and helped ECT earn a reputation as a well respected civ- <br /> il/environmental consultant. <br /> All personnel proposed have documented experience to perform their specific responsibilities. All key <br /> personnel are P.G.s or P.E.s, or other appropriate registration. All proposed back-up personnel are also <br /> registered professionals or have appropriate degrees or education and training. Personnel will not be <br /> substituted unless their qualifications are equal to or exceed those of the person they are replacing. The <br /> City will be notified of any personnel changes proposed. All personnel will be thoroughly informed and <br /> 1 will understand the quality objectives of the contract. Activities requiring direct supervision by registered <br /> professionals will be performed under the supervision of those personnel.
