1 Esq,, Vic) Civil/Environmental Engineering RFQ#12-04-02 1 3.1 SUBCONTRACTORS Specialty support services, such as surveying, well drilling, archaeology, laboratory analysis, air emis- sions testing, energy auditing, and surveying may be required for the successful completion of tasks assigned under this contract. These services will be provided by ECT's selected subcontractors. ECT has established relationships with our selected contractors and is confident that the quality of their work will exceed expectations, while being completed cost effectively. ECT will retain overall responsibility for the quality, responsiveness, and timeliness of all services pro- vided by subcontractors. We have extensive experience managing multiple subcontractors on multidis- ciplinary, task order contracts. One of the reasons that ECT has been successful over the years is that we provide effective management of subcontractors. Key items in the ECT management of subcontrac- tors include: • Clear Role Definition—By clearly defining in writing the work scope and the subcontrac- tor's role in relation to the prime contractor and other parties, the subcontractor under- stands the requirements, allowing them to allocate resources in a timely, efficient, and cost effective manner to meet ECT's requirements. • Health and Safety. Quality, and Insurance—All subcontractors are required to comply 1 strictly with both their own company and ECT's health and safety, quality, and insurance requirements. • Routine Monitoring and Prompt Corrective Action—ECT checks and evaluates the work progress of subcontractors, allowing for quick identification of any variances from plans, budgets, and schedules. • Skill Matchinq—ECT analyzes work requirements and matches them with skills of sub- contractors and personnel assigned so that work is conducted efficiently. • Commitment—ECT carefully selects subcontractors that share the commitment to excel- lence, quality, and customer satisfaction. • Communication—We believe that projects are the most successful when all the parties working on them understand the goal, what their role is, and the methods to be employed. 1 3.2 GENERAL EXPERIENCE IN REQUESTED SCOPE OF SERVICES ECT has prepared Table 3-1 to summarize team personnel and the areas where they are experience and will be assigned to provide services to the City. ECT has additional experienced personnel available for the project from our Florida offices, if needed. The RFQ specified that general civil/environmental consulting services may be requested in many of the following areas: environmental impact statement, environmental mitigation, GIS, coordination with vari- ance local, state and federal agencies, environmental design, and land use planning, National Environ- mental Policy Act (NEPA), and guidance in many other potential areas. ECT has extensive experience in all areas of interest to the City. Representative projects are presented in the Appendices B and C that cover many of the requested services.
