1 Esq,, <br /> Vic) Civil/Environmental Engineering <br /> RFQ#12-04-02 <br /> 1 <br /> 3.1 SUBCONTRACTORS <br /> Specialty support services, such as surveying, well drilling, archaeology, laboratory analysis, air emis- <br /> sions testing, energy auditing, and surveying may be required for the successful completion of tasks <br /> assigned under this contract. These services will be provided by ECT's selected subcontractors. ECT <br /> has established relationships with our selected contractors and is confident that the quality of their work <br /> will exceed expectations, while being completed cost effectively. <br /> ECT will retain overall responsibility for the quality, responsiveness, and timeliness of all services pro- <br /> vided by subcontractors. We have extensive experience managing multiple subcontractors on multidis- <br /> ciplinary, task order contracts. One of the reasons that ECT has been successful over the years is that <br /> we provide effective management of subcontractors. Key items in the ECT management of subcontrac- <br /> tors include: <br /> • Clear Role Definition—By clearly defining in writing the work scope and the subcontrac- <br /> tor's role in relation to the prime contractor and other parties, the subcontractor under- <br /> stands the requirements, allowing them to allocate resources in a timely, efficient, and <br /> cost effective manner to meet ECT's requirements. <br /> • Health and Safety. Quality, and Insurance—All subcontractors are required to comply <br /> 1 strictly with both their own company and ECT's health and safety, quality, and insurance <br /> requirements. <br /> • Routine Monitoring and Prompt Corrective Action—ECT checks and evaluates the work <br /> progress of subcontractors, allowing for quick identification of any variances from plans, <br /> budgets, and schedules. <br /> • Skill Matchinq—ECT analyzes work requirements and matches them with skills of sub- <br /> contractors and personnel assigned so that work is conducted efficiently. <br /> • Commitment—ECT carefully selects subcontractors that share the commitment to excel- <br /> lence, quality, and customer satisfaction. <br /> • Communication—We believe that projects are the most successful when all the parties <br /> working on them understand the goal, what their role is, and the methods to be employed. <br /> 1 <br /> 3.2 GENERAL EXPERIENCE IN REQUESTED SCOPE OF SERVICES <br /> ECT has prepared Table 3-1 to summarize team personnel and the areas where they are experience <br /> and will be assigned to provide services to the City. ECT has additional experienced personnel available <br /> for the project from our Florida offices, if needed. <br /> The RFQ specified that general civil/environmental consulting services may be requested in many of the <br /> following areas: environmental impact statement, environmental mitigation, GIS, coordination with vari- <br /> ance local, state and federal agencies, environmental design, and land use planning, National Environ- <br /> mental Policy Act (NEPA), and guidance in many other potential areas. ECT has extensive experience <br /> in all areas of interest to the City. Representative projects are presented in the Appendices B and C that <br /> cover many of the requested services.
