Civil/Environmental Engineering <br /> RFQ#12-04-02 <br /> contracts. ECT's project team consists of in-house technical staff and selected subcontractors. A QA <br /> coordinator/health and safety officer has also been assigned. ECT's project manager, assistant project <br /> manager, principal-in-charge, and task manager responsibilities are summarized in this section. Re- <br /> sumes are given in Appendix A. <br /> PROJECT MANAGER/ENVIRONMENTAL ENGINEERING—MARC LEFEBVRE, P.E. <br /> Mr. Lefebvre, manager of ECT's Fort Lauderdale office since 1993, has 27 years of experience provid- <br /> ing environmental consulting services in the South Florida area. Mr. Lefebvre's primary service areas <br /> include Phase I/II/III/IV ESAs, contamination assessments, soil and groundwater remediation, remedia- <br /> tion system design, industrial wastewater treatment, construction management, permitting, surface and <br /> groundwater testing and monitoring, above and below ground petroleum storage tank evaluations, envi- <br /> ronmental evaluations, project management, and other services. <br /> Representative clients for Mr. Lefebvre include SFWMD; FDEP; Broward County; Panda Energy Inter- <br /> national, Inc.; Ryder Systems, Inc.; Florida Department of Transportation; Tampa Electric; and many <br /> others. As project manager, Mr. Lefebvre will be responsible for many items, including: <br /> • Contract negotiations <br /> • Day-to-day project management. <br /> • eemuis Cproject n <br /> • ProvidingFrqunt comproper staffingnicatontowith meet ity project reqmauirements.agers. <br /> • Performing peer reviews and QA checks on work performed by staff. <br /> • Ensuring project schedules/budgets are met. <br /> • Ensuring staff performs up to City expectations and addressing issues, as necessary. <br /> • Providing engineering, permitting and remediation services. <br /> • Ensuring staff have proper training and sufficient resources. <br /> • Assisting in preparing monthly progress reports. <br /> • Implementation of project quality assurance project plan (QAPP). <br /> • Client satisfaction. <br /> ASSISTANT PROJECT MANAGER/STORMWATER—JING-YEA(PAUL)YANG, Ph.D., P.E. <br /> Dr. Yang , a registered P.E. with over 40 years of experience in stormwater management, drainage <br /> system analysis, environmental engineering, watershed modeling, water quality/pollutant load modeling, <br /> FEMA flood insurance studies, design of coastal structures using the U.S. Army Corps of Engineers' <br /> (USACE's) Coastal Engineering Manual, hydrology/hydraulics analysis, and related monitoring <br /> activities, Phase I/II ESAs, environmental impact studies, environmental assessments, canal dredging <br /> activities, wetland mitigation, hazardous waste management, soil/groundwater remediation, as well as <br /> contamination fate and transport. He has provided these services for clients including SFWMD, FPL, <br /> and many local governments in South Florida. He managed and completed more than 300 water <br /> resources projects and authored over 120 technical publications in surface water/groundwater <br /> modeling/investigations, and storm water management. Dr. Yang is also a certified inspector for FDEP <br /> Florida Storm Water Erosion and Sedimentation Control Program.
