Florida Department of Transportation (FOOT), District <br /> 6 - Mr. Espinoza is currently managing the Phase II NPDES program for the state roadways <br /> within the limits of the City of Key West and Marathon, in Monroe County. Mr. Espinoza assisted <br /> I in negotiating the permit conditions with the Florida Department of Environmental Protection <br /> (FDEP) and prepared the NOI documents on behalf of the District. Permit elements include <br /> drainage mapping, field maintenance inspections, develop GIS maps, maintenance reports, <br /> Public Education activities, Outfall Screenings, Illicit Discharge Inspections, Training Program <br /> and the preparation of annual reports. <br /> Districtwide Drainage & Plans Review Consultant. FDOT, District 6 - Mr. Espinoza has conducted <br /> numerous drainage reviews for FDOT, District 6, as part of ADA's District-wide Drainage Design <br /> and Plans Review Consultant Services contract. Drainage reviews include roadway drainage <br /> design, PD&E studies, Bridge Hydraulic Reports, and special drainage studies in Miami-Dade <br /> and Monroe Counties. Some of the most recent assignments include SR-968/West Flagler Street <br /> I <br /> PD&E Study, SR 997/Krome Avenue Reconstruction, SR5/US1 Reconstruction, among others. <br /> General Engineering Consultant. City of Miami - Mr. Espinoza was a Program Manager for the <br /> execution of a 5-year Capital Improvements program for the City of Miami Capital Improvements <br /> Department. Under this capacity, Mr. Espinoza was responsible for managing outside consultants <br /> performing design services for capital improvements projects. QA/QC, Budget & Scheduling <br /> control and making monthly status presentation before the City Commission were part of the <br /> 0 assigned duties. <br /> City of Homestead General Engineering Services, Miami-Dade County, FL - This project involved <br /> general engineering services for roadway and drainage improvements. Mr. Espinoza was the <br /> fl Project Manager for the execution of eight (8) roadway and drainage design projects in several <br /> locations throughout the City. Responsibilities included plan production, preparation of <br /> specifications, and construction permits. <br /> a FEMA-DORM Master Consultant, Miami-Dade County, FL - As Project Manager, Mr. Espinoza <br /> was responsible for the execution of twenty-one (21) drainage improvements projects throughout <br /> the Miami-Dade County (County). His duties included the production of construction documents <br /> U and permit procurement for minor roadway and drainage improvements. <br /> FEMA-DORM Canal Dredging Program. Miami-Dade County - Mr. Espinoza was a Construction <br /> Manager for the drainage operations of eight (8) major canals in Miami-Dade County. His duties <br /> included the management of construction inspectors, contractors, budget & schedule control, <br /> ii and invoice approval on behalf of the client. <br /> m <br />
