This plan was preceded by work done for the City in 2003 by the BNV Cor- <br /> ® poration. The Capital Improvement Plan built on the recommendations of BNV who <br /> ® suggested the following improvements: 1) address the park's "empty heart"; 2) make <br /> the Baywalk a "pleasurable walk" by decreasing the scale and adding much needed <br /> shade; 3) investigate the feasibility of creating a restaurant/retail space at the base <br /> ® of the nonfunctioning "laser light tower"; 4) connect the amphitheater to Bayside <br /> ® Marketplace, the Baywalk and the hotel to the south; 5) enhance the good features <br /> like the Rock Garden and the lawns; 6) address the need for shade by planting shade <br /> ® . trees; 7) address the existing paths which "frustrate" the desire for direct functional <br /> (10 access, particularly between the downtown area and the bay; 8) improve the horticul- <br /> 0 ture; 9) address the perimeters of the park which tend to be "parched and dull" and/ <br /> or "complicated and ugly"; and 10) provide informational and wayfinding signage. <br /> ® Curtis + Rogers along with their sub consultants produced three documents for the <br /> ® "Capital Improvements Plan." The first was an in-depth analysis of the park includ- <br /> ing functional environmental and aesthetic issues, the second was a series of pro- <br /> ® posed improvements which could be staged and the third was an estimate of cost. <br /> 9 The initial phase of new construction, which includes improvements to the Baywalk, <br /> 60 was completed in April 2010. <br /> 0 Curtis ± Rogers Design Studio RFQ 12-04-02 15 <br />
