Summary Minutes:Special City Commission Meeting January 14,2016 City of Sunny Isles Beach,Florida <br /> Again, it won't make it all go away but he believes that if we deal with the District Jumpers <br /> and we have our professionals help us with mitigation techniques which might be staggered <br /> times, three-way stops, whatever that is, he thinks that we are at least going to try to do <br /> everything we can to try to move the issue forward. <br /> Mayor Scholl said that is his update on the District Jumpers. The good news is that he feels <br /> he has gotten assurances from everybody that are necessary in the school system that they are <br /> really going to work on this. He told them he wants two actionable plans,one is dealing with <br /> the kids that are already there that don't belong there, and one is how we are going to deal <br /> with the intake going forward. Of course their first feedback was they don't have the budget <br /> for this. We spent so much money on this school that it would be a drop in the bucket for us <br /> to pay for it. If we save one Police Officer in the morning from having to stand there, the <br /> cost of our study is already paid for, and every year the Chiefs budget goes up and we have <br /> to allocate more and more public safety resources to this issue. He feels good because he <br /> feels as a Commission we are throwing everything we got at it,we get a root cause analysis, <br /> we have got a traffic safety analysis,etc. But he made it very clear to the school system that <br /> unless we get to the root cause of the problem because we could build three more buildings <br /> and they would fill up immediately because it's a great school,a great community,everybody <br /> is involved but we have got to mitigate the District Jumper problem. <br /> Public Speakers: Roslyn Brezin <br /> Commissioner Aelion said if after the efforts from the County we find out that the numbers <br /> are not as pink as projected in other words still the potential density of students and cars are <br /> going to be more or less what it is now. He said taking that into account,then the main thrust <br /> of creating this extra wing for the school, his initial understanding was,remember when the <br /> school was built the target was 1,200— 1,300 kids, and Hans said 1,600 kids and then as the <br /> years went by it came up to 2,000 kids which is already an explosion with the ratio being <br /> completely outside of the required ratio of teacher to student. He was thinking that it would <br /> be a blessing and a big aid to the whole traffic situation if part of the kids that are presently <br /> attending the elementary are going to be moved so that it is a deflation of pressure. But what <br /> we are saying here in building this we are projecting an additional 233 to 300 kids and we are <br /> going to deal with it, actually we are shooting ourselves in the foot, okay, we are separating <br /> the elementary from the middle school,etc. He said in San Francisco which the Vice Mayor <br /> is from,at one point he thinks it was built,you reach capacity and that is it. You can bring in <br /> 100 more families with children and they will have to go to other schools because the <br /> capacity has been reached. That is one point that has to be looked at also. The point he <br /> wants to make is,the scenario is the result is not really what we expected it to be after the big <br /> effort by the County to get the District Jumpers out, then shouldn't we sit down again and <br /> consider the number. <br /> Mayor Scholl said we have no choice because the thing is that we don't but at the same time <br /> he feels we have got to do the root cause analysis first, and the thing that upsets him is he <br /> does not want to see Sunny Isles Beach residents who pay taxes and contribute to that school, <br /> have to send their kid out of the district because we know that 20%of the school is coming <br /> in from Hollywood. We will do our best,and the system will still get gamed no matter what <br /> we do but if we get a reputation that we are going to be tough on it, he believes that at least <br /> we know we are putting our best foot forward and then he completely agrees with <br /> 12 <br />
