Summary Minutes:Regular City Commission Meeting February 18,2016 City of Sunny Isles Beach,Florida <br /> 4. ORDER OF BUSINESS (Additions/Deletions/Amendments) <br /> 4A. Request to Hear Items: Add-On: Item 5A. CAC Report; Deferrals: Item 10D. Auditor <br /> Firms; Item 10J. Sublease Agreement; and Item 10K. Triple Net Leaseback Agreement. <br /> Action: Mayor Scholl noted the above changes to the agenda. <br /> Commissioner Aelion moved and Commissioner Levin seconded a motion to approve the <br /> above changes to the agenda.The motion was approved by a voice vote of 5-0 in favor. <br /> 5. SPECIAL PRESENTATIONS <br /> 5A. Add-On: <br /> Presentation/Update by Chairperson Jeniffer Viscarra of the City Advisory Committee. <br /> Action: Chairperson Jeniffer Viscarra of the City Advisory Committee,reviewed what they <br /> have accomplished and what they expect going forward in the next year. One of the things <br /> she had mentioned a year ago is that there was some lack of connectivity for new members, <br /> that new members felt a little bit lost. Some of the new ideas were not really new or feasible, <br /> and senior members would say no we talked about that before,and so it was very difficult for <br /> the new members with the Sunshine learning how to communicate with each other. Given <br /> she was on a working committee and her job was to fine-tune where she was, what she <br /> inherited and to make sure that the new members felt comfortable in their roles and that there <br /> was team building and that they had some guidance within the limits of how we are not to <br /> communicate. As the new Chair it was very important to her to address that connectivity.. <br /> She started with City Manager Russo who arranged an internal tour for her where she got to <br /> meet a lot of the Department Directors and their representatives. She learned their role,their <br /> needs, and she started thinking about how that could be implemented into a CAC meeting. <br /> Some of them came to the meeting and the other members also got to learn the roles because <br /> again as liaisons for the community, it is hard for them to be that liaison if they don't know <br /> how things work. They were bringing a lot of that into the meeting, and as a result for <br /> example she had no idea about the permitting process, she really liked the online video and it <br /> may be something that they feature at the beginning of the Condo Series as a way to get the <br /> word out and also because it ties in with condo living. <br /> Chair Viscarra said for example the cat program,a lot of people did not know it existed and <br /> they came in and as a result of that connection now the Plaza of the Americas have a working <br /> relationship with the City. Some are even contributing financially for the food and while the <br /> cats are very cute they are multiplying very quickly. It is really nice to know that we have the <br /> program there,we have captured some,the board members and the property owners are more <br /> educated, we are working on it and it is nice to see those partnerships emerging. <br /> Chair Viscarra said also as part of that context building,once she had the internal tour down, <br /> they also had the first in what she hopes to be an annual bus tour for the entire Committee, <br /> where they learned about the various projects, and City Manager Russo was a great tour <br /> guide and did an excellent job. He told us about all the projects that were underway,and we <br /> visited different parks, and again context about some history, the church parking lot, they <br /> learned about everything. They did come up with more feasible ideas as a result of being <br /> 2 <br />
