I. INTRODUCTION <br /> The City of Sunny Isles Beach, Florida's Riviera, is a vibrant oceanfront community <br /> located in northeastern Miami-Dade County. Initially planned as a tourist resort by <br /> investor Harvey B. Graves in 1920, early development in Sunny Isles Beach was <br /> characterized by low rise oceanfront motels along Collins Avenue to the east and single <br /> family development to the west. By the 1990s, many of the oceanfront motels and <br /> commercial development along Collins Avenue had become obsolete and/or in need of <br /> redevelopment. Since its incorporation on June 16, 1997, the City has experienced <br /> significant redevelopment, with new high-rise hotels and condominiums replacing most <br /> of the low-rise oceanfront motels. <br /> The City of Sunny Isles Beach's Comprehensive Plan (the "Plan") is its blueprint for <br /> existing and future development. The Plan's goals, objectives and policies reflect the <br /> City's vision for its future, and for how it will meet the needs of existing and future <br /> residents, visitors and businesses. The City's original Comprehensive Plan provided the <br /> foundation for the dramatic growth and redevelopment that has occurred since <br /> incorporation. Moving forward, the Plan should be amended to reflect the redevelopment <br /> that has occurred, along with a current vision for moving forward. <br /> The Evaluation and Appraisal Report (EAR) is a State-mandated assessment of the <br /> Comprehensive Plan to ensure that all current State statutory requirements are being <br /> met. Beyond this requirement, the EAR also provides an opportunity to ensure that the <br /> Plan and its goals, objectives and policies reflect the City's vision for its future, and the <br /> work accomplished in other planning efforts. In order to be effective, the Plan must be a <br /> living document, one with the flexibility to adapt to changing conditions and needs. <br /> Periodically, the City needs to step back and take a holistic look at how well the Plan is <br /> working, and how it might be refined to address community-specific issues and <br /> challenges. The EAR provides this opportunity. <br /> In December 2014 the City of Sunny Isles Beach provided the State of Florida Department <br /> of Economic Opportunities with its Evaluation and Appraisal Letter and Statutory Changes <br /> Checklist identifying amendments necessary to address changes in State growth <br /> management requirements. Based on this review, the following potential amendments <br /> were identified: <br /> • Update the Comprehensive Plan's planning horizons as per Chapter <br /> 163.3177(5)(a); <br /> • Amend the Intergovernmental Coordination Element to include a mandatory <br /> dispute resolution process (Chapter 163.3177(6)(h)1.c.; <br /> • Amend the Capital Improvements Element to provide an updated five-year <br /> schedule that complies with the provisions of Chapter 163.3177(3)(a)4, and; <br /> • Amend the Transportation and Capital Improvements elements to comply with <br /> Chapter 163.3180(5)(h). <br /> In order to identify additional potential amendments, the City conducted an extensive <br /> community visioning process.
