RFQ No. 16‐06‐01 <br /> 47 <br />10C062016D – 631216982 <br /> <br />Heather Vollmer, GISP <br />GIS Specialist – GIS/CAD Services <br />Professional Qualifications <br />Heather Vollmer is a GIS Analyst with CB&I. She has over 15 years of <br />GIS data creation, maintenance, remote sensing analysis, ground <br />truthing and GPS field experience. She designed, implemented and <br />performed habitat delineations for various projects within Florida, <br />North Carolina and New Jersey in the field and using remote sensing. <br />Ms. Vollmer is CB&I’s coastal resource database librarian. She <br />reformats and performs all QA/QC for database uploads as well as <br />data mining for additional beneficial database information. She <br />researches new technology and suggests future database <br />management direction. She provides all in‐house training and assists <br />with the development of user documentation. <br />Relevant Project Experience <br />GIS Analyst, Beach Preservation Plan – 2014 Update, Indian River <br />County, Florida <br />The County’s Plan was updated to assess the condition of its coastline, <br />performance of prior management activities, and evaluate the <br />continued use of beach nourishment versus implementation of <br />coastal structures as future management strategies. Numerical <br />modeling assessed project performance. A storm impact analysis <br />coupled with GIS quantified reduction in property damages with a <br />project in place. A recreational benefits analysis assigned an economic <br />value to the beaches. Design, permitting, construction, and <br />monitoring costs were optimized to develop long term, cost effective <br />management strategies for the next 30 years. Ms. Vollmer was <br />responsible for maintaining a GIS database of County parcel <br />boundaries and values, project features, and the landward extents of <br />modeled storm impacts in order to estimate costs associated with <br />storm damages. <br />GIS Analyst, 2015 Hard Bottom Delineations, Indian River County, <br />Florida <br />The County’s 2014 update to its Beach Preservation Plan <br />recommended that the edge of hard bottom extending throughout <br />the County be digitized based on aerial photography to establish a <br />historical baseline. Following collection of the aerial photography, <br />Heather was responsible for incorporating rectified aerial <br />photography into a GIS database and digitizing the landward edge of <br />exposed hard bottom along approximately 12 miles of coast.
