35 | P a g e <br />RFQ #16-06-01 Shoreline Surveying & Mapping Consulting Services <br /> <br />Hollywood Beach Management, Broward County, Florida, Hollywood Community Redevelopment Agency <br /> <br />Coastal Systems has provided <br />specialized strategic coastal <br />consulting services to the City of <br />Hollywood (City) and Hollywood <br />Beach Community Redevelopment <br />Agency (BCRA) relative to a variety <br />of beach management initiatives <br />over the past several years. <br />Coastal Systems has provided a <br />comprehensive range of services <br />as described below. <br /> <br />Coastal Systems has coordinated <br />with the City in the context of <br />other regional beach management <br />initiatives to evaluate potential <br />interim and supplemental means <br />of stabilizing the City's beaches. The 2005 Broward County Segment III beach renourishment project <br />provided restoration of the City's beaches; however, in some areas the sand placed under that project was <br />substantially lost through erosion. As an interim beach management measure, Coastal Systems designed, <br />permitted, and oversaw construction of a truck haul nourishment project to temporarily stabilize two <br />eroded segments of the beach. Coastal Systems also coordinated the submittal of state beach funding <br />applications for the interim beach nourishment project. Coastal Systems secured permits for the beach <br />nourishment project that allow for multiple renourishment events using an upland source of sand over a <br />ten year period of time. These permits enable the City to respond to storm events and protect their <br />shoreline while Broward County evaluates their next Segment III project. <br /> <br />Coastal Systems managed pre-construction biological resource surveys for Essential Fish Habitat, Acropora <br />sp., and nearshore hardbottom edge delineation. The firm also oversaw pre-construction baseline survey to <br />include installation of permanent biological monitoring transects and collection of quantitative and <br />qualitative data. Biological monitoring included nearshore transect data (video, sediment depth, <br />sand/hardbottom line intercept measurements, and permanent quadrat assessments), Acropora <br />cervicornis health indices and sediment depth and artificial reef data (sediment accumulation and <br />photographic documentation). Coastal Systems also managed all permit required post construction <br />monitoring and associated reporting to include coordination with in house and external teams providing <br />monitoring data. <br /> <br />Coastal Systems also assisted the City with development of a Marine Turtle Protection Ordinance, which <br />went into effect in 2011. This assistance included a comparative review of other local lighting ordinances <br />for similar beach conditions in South Florida, assessment of biological and technological data, and <br />consideration of other circumstances unique to Hollywood Beach. Coastal Systems also assisted the BCRA <br />in securing state coastal construction permits to install Mobi Mats for Americans with Disabilities Act (ADA) <br />compliant access out onto the recreational beach and also provided the City with an initial framework for <br />evaluating the feasibility of a public Intracoastal Boardwalk. As a sub-consultant to Zyscovich, Inc., Coastal <br />Systems evaluated current regulatory and physical conditions and recommended planning approaches to
