bowmanconsulting.com <br />Tab 3 <br />Approach/Methodology <br />Project Understanding & Approach <br />Project Understanding <br />It is Bowman’s understanding that the City of Sunny Isle Beach (the City) is soliciting qualified surveying and mapping firms to provide <br />topographic and hydrographic surveys to document the loss or gain of beach sand along the approximately four (4) miles of Atlantic <br />Ocean coast line that lies within or adjacent to the cities jurisdictional boundaries with special attention being given to the area adjacent <br />to the Newport Pier. The survey work will be conducted in accordance with the “Monitoring Standards for Beach Erosion Control” <br />(the Standards) as published by the Florida Department of Environmental Protection, Bureau of Beach and Coastal Systems (FDEP), <br />the FEMA Disaster Assistance Fact Sheet DAP9580.8 entitled “Eligible Sand Replacement on Public Beaches” and Chapter 5J-17 of the <br />Florida Statutes “Standards of Practice for Surveys.” The goal of the City is to be able to secure FEMA funding for areas of the beach that <br />qualify for emergency or long term permanent repairs. Bowman’s objective is to provide Hydrographic and Topographic Survey data to <br />the City that exceeds the Standards as published by FDEP. It is also our objective to prepare reports, presentations and/ or exhibits to <br />be submitted to FDEP, FEMA and/or other governmental entities and in addition preparing material for a lay person to comprehend in <br />public meetings. <br />Project Approach <br />Bowman Consulting will be responsible for overseeing, managing and conducting all surveying activities for the City of Sunny Isles <br />Beach. Our meticulous project management procedures will ensure that all tasks assigned by the City will be successfully delivered on <br />time and within budget. Our team is consistently relied upon by public and private sector clients to provide all types of surveys. Our focus <br />is to provide our clients with timely, cost appropriate solutions based on historical information, field evidence and principles and practice <br />of the surveying profession. The idea is not to meet the Standards of Practice but to exceed them and the expectations of our clients. <br />The Bowman Consulting team understands that being awarded this contract brings the responsibility of carefully and judiciously car- <br />rying out tasks with the ultimate goal of maximizing the City’s return on precious taxpayer dollars. We strive to conduct business every <br />single day with the context of efficiency and cost effectiveness in mind. Each project and task was approached with thought and consid- <br />eration for the governing entity’s budget, timeline and end goal. Our firm has a long history of delivering projects on time and on budget, <br />without delay or interference. On occasions where projects have encountered unexpected setbacks, the Bowman Consulting team has <br />always worked together with the governing agency to find the most cost-effective and timely solution. <br />Responsiveness and being readily available to our clients have become key components of the firm’s success in a challenging economy. <br />For this contract, we will work diligently to develop a schedule that maximizes the survey crew’s time on site, and minimizes time spent <br />on the road, adding virtually no cost to the project. Our resource sharing program allows us to share staff, including field crews and office <br />staff, based on project needs. <br />Methodologies <br />The Bowman Consulting team, along with WSM, proposes the following approach to complete the required surveys. <br />The survey will consist of collecting upland data (dry land), shallow water data (1’ to 2.5’ depths) and deep water data (2.5’ to 35’ depths). <br />The datum for the data collection will be NAVD88 vertical and HARN NAD83/90 horizontal. <br />Prior to commencing the data collection phase a well thought out plan will be devised and implemented the frame work for the plan is <br />as follows: <br />Meeting with the City <br />A good plan always begins with a clear understanding of the scope of services. Bowman Consulting proposes a “kick off” meeting to <br />discuss concerns with the city including an on-site inspection. This meeting should be attended by the proper City staff along with the <br />Bowman and WSM project managers. <br />Page 24
