With over 37 years of high level experience in water resources, <br />environmental policy, legislation and governmental relations, including NEPA and the Army Corps of Engineers planning and regulatory <br />process, Michael's reputation and recognition offers clients a profound resource for resolving planning and environmental issues, as <br />well as policy and legislative consulting services. Michael has served in a senior capacity in the Army Corps of Engineers, the White <br />House Council on Environmental Quality, the Environmental Protection Agency and the United States Department of the Interior. This <br />includes Deputy Assistant Secretary of the Army for Civil Works, Associate Director of the White House CEQ and the federal Director of <br />Everglades Restoration. <br />19. Michael led a large multi-disciplinary team of environmental scientists, biologists, geologists, planners and <br />engineers to successfully complete the Environmental Impact Statement (EIS) and PD&E Study for the proposed extension of the <br />Crosstown Parkway across the North Fork of the St. Lucie River. The project involved extensive environmental evaluations, including <br />wetlands, river and listed species impact assessments and compensatory mitigation. The project was complex and controversial - <br />involving sensitive resources and state park lands. Through his leadership and extensive, regulatory, environmental science and policy <br />experience, the project was approved by FDOT and FHWA. In addition, federal and state regulatory and resources agencies signed <br />off of the project, including USACE, USFWS, NMFS, SFWMD and FDEP. Michael led the South Miami-Dade Watershed Study and Plan. This project was a $3 million scientifically- <br />based planning effort that provides the framework for making land use decisions for 371 square miles (half of Miami-Dade County) <br />over the next 50 years. He was responsible for assessing the effect of projected increases in population growth on water quality, <br />natural communities, including wetlands and remnant natural forests and Biscayne Bay, transportation, the economy and agriculture. <br />He was the spokesperson for the project, conducting scores of public presentations and media events. Michael led the analysis of Coastal Barrier Resources Act policies in Monroe County. Monroe County had a <br />policy debate and litigation over their comprehensive plan policies and their land development regulations related to the Coastal <br />Barrier Resources Act.
