Section 3. Funding. The Scholarships shall be funded from the interest from forfeiture funds. The first scholarship shall be awarded in May of 2011 and thereafter on an annual basis. The City shall pay the scholarship funds directly to the recipient's choice of college or university. The City Manager and the Chief of Police are authorized to create a specific funding source for the scholarship. Section 4. Scholarship Committee. The City hereby creates a Scholarship Committee to select scholarship recipients. The Scholarship Committee shall consist of the Chief of Police or designee, the Principal of Alonzo and Tracy Mourning High School or designee, and the Principal of the Sunny Isles Beach K-8 Community School or designee. The Scholarship Committee is required to hold two (2) meetings annually. The Scholarship Committee shall establish criteria to select scholarship recipients in addition to the following minimum criteria: (1) Applicants must be a current resident of the City of Sunny Isles Beach for a minimum of one year; and (2) Applicants must be enrolled in a public school or an accredited private school in Miami-Dade County; and (3) Applicants must perform 20 hours of community service to promote drug prevention in the City or law enforcement related activities; and (4) Applicants shall write a 500 word essay on the topic of dangers of drug abuse or creating a better community. Section 5. Authority of the City Manager and the Chief of Police. The City Manager and the Chief of Police are hereby authorized to do all things necessary to effectuate this Resolution. Section 6.
