The City is
undergoing a number of projects to meet the infrastructure demands due to the intensity
of growth. These include beautification efforts, park acquisition and either
undergrounding or replacing utility lines.

The City is working with Florida Power and Light to underground the power lines and
has replaced the street lights along Collins Avenue. New decorative street lighting on
159th Street and 174th Street has been installed and the City is in the process of
designing the street light replacement program for North Bay Road, 172nd Street, and
along Collins Avenue.

The City has created a Sunny Isles Beach Boulevard Street Improvement Project to
improve the entranceway to the City. The project is expected to cost more than $4
million and $3 million of that amount is expected to be funded by the Florida Department
of Transportation. Currently, the design is 90% complete and construction is expected
to begin in April or May 2006. Further roadway improvements are expected along 172nd
Street. The construction costs are anticipated at $1.2 million with design estimated at
$170,000. These improvements will include roadway resurfacing, landscaping, drainage
and decorative lighting.

Sunny Isles Beach has installed new bus shelters throughout the City and has
completed a feasibility study for a pedestrian bridge that would link North Bay Road
from 172nd Street to 174th Street. An application has been submitted to the
Metropolitan Planning Organization for funding up to one millions dollars for the bridge
design, construction and inspections. The total cost of this project is estimated at $1.4
million.

A Building Better Communities General Obligation Bond is funding $2.5 million of a $4.5
million Central Island Drainage project. The City is expected to pay the balance of the
project. Construction is estimated to begin in the winter of 2006. The bond is also
funding a portion of a proposed Active Park, which construction is expected to begin in
September or October of 2005.

The City has experienced steady economic growth since 2000. Based on June 27, 2005
figures from the City Manager's Office, the assessed value of the taxable property in the
City of Sunny Isles Beach has grown from $1,692,453,357 to $3,231,394,080, an
increase of approximately 91 % between FY 2000-01 and FY 2004-05 . Therefore, the
proposed capital improvement projects are expected to have limited impact on the City's
current and projected budgets.

City of Sunny Isles Beach -
2005 Draft Evaluation and Appraisal Report

Rev. 6/29/2005
Page 36
