c
[

....'..:
II
I
E
[
[
~
I
I
I
I
I
I
I
I
I
I
I

Issue #3 - Intergovernmental Coordination
1. Since the adoption of the Comprehensive Plan, the City has signed an Interlocal
Agreement with Miami-Dade County's School Board for school siting, planning and
service. The Plan needs to be amended to indicate this agreement.
2. The City will work together with neighboring jurisdictions to ease community-wide
growing pains regarding traffic congestions and other impacts resulting from
development within those municipalities.

Issue #4 - Affordable Housing

1. Based upon recent development trends, it is anticipated there would be enough
residential land/units remaining in the City to accommodate future growth.
Therefore, the Housing Element should be revised to address the issue of
affordable housing in a more appropriate way for this City. The issue should focus
on looking at supporting services and facilities to address new household formation
and changing demographics.
2. Since many of the residents in the owner-occupied units have lived in their homes
for a number of years, the increase in housing has not greatly affected their costs.
To ensure these people's housing needs continue to be met, the City needs to
continue providing the private sector with tools, such as developer incentives and
high density land use designations to create affordable housing options.

Issue #5 - Mission Statement

1. The City has experienced rapid growth and overall change of the built
environment. Redevelopment has been a successful tool in increasing the
economic impact of this City. The Vision in the 2000 Plan has been well served in
the approvals of development in the City. However, for Sunny Isles Beach to meet
the needs of the citizens it serves, it should identify a time frame for development
of the strategic or business plan, which emphasizes the needs of the citizens,
internal and external coordination, and coordinated planning efforts with adjoining
municipalities.

City of Sunny Isles Beach -
2005 Draft Evaluation and Appraisal Report

Rev. 6/29/2005
Page 57
