Roads The City is responsible for maintaining the local network program and the regional road network is under the State of Florida's jurisdiction, Collins Avenue (State Road A1A) is the major north-south corridor through the city, while State Road 856 and State Road 826 are the main east-west roadways. North Bay Road is a local road that runs parallel to Collins Avenue, and therefore, is used as an alternate route, Together these corridors integrate the road network system. The Existing Roadway Network depicts the basic roadway functional categories for the City and is shown on Map 2.3. The City of Sunny Isles Beach is designated as a Transportation Concurrency Exception Area, as specified in Section 9J-5.0055 (6) of the Florida Administrative Code, This exempts the City from concurrency requirements in order to encourage urban infill development programs. To accommodate the impacts of new development, alternative modes of transportation are required to reduce traffic congestion. The City of Sunny Isles Beach provides a free community shuttle with service seven days a week. To avoid traffic on Collins Avenue, motorists have resorted to utilizing North Bay Road, which is a local roadway, This has caused congestion on both north-south roadways and has impacted the amount of traffic on North Bay Road, which is currently being reviewed for potential roadway improvements. Roadway performance conditions are measured by Level of Service (LOS) which is represented by letters "A" or most favorable through "F" or least favorable conditions. Roadway LOS standards are the ratio of the number of vehicles to the road capacity during peak time periods, The City of Sunny Isles Beach has adopted an liE +20" Level of Service for its roadways, meaning that where mass transit service having headways of 20 minutes or less is provided within ~ mile distance, roadways shall operate at no greater than 120-percent of their capacity, However, the intensity of redevelopment along Collins Avenue may decrease the level of service. The Comprehensive Plan identifies this possibility and states that Sunny Isles Beach may need to modify lane configurations, improve intersections and expand the shuttle service. With Sunny Isles Beach being located between Aventura and downtown Miami, many commuters use Collins Avenue as a cut through, Much of the traffic during the peak hours may be due to commuters outside of the city limits utilizing the roadway, not from the residents of Sunny Isles Beach. Therefore, the increase of redevelopment along Collins Avenue may not be the main contributor to any decrease in level of service along this roadway.
