<br />Roads <br /> <br />The City is responsible for maintaining the local network program and the regional road <br />network is under the State of Florida's jurisdiction, Collins Avenue (State Road A1A) is <br />the major north-south corridor through the city, while State Road 856 and State Road <br />826 are the main east-west roadways. North Bay Road is a local road that runs parallel <br />to Collins Avenue, and therefore, is used as an alternate route, Together these corridors <br />integrate the road network system. The Existing Roadway Network depicts the basic <br />roadway functional categories for the City and is shown on Map 2.3. <br /> <br />The City of Sunny Isles Beach is designated as a Transportation Concurrency <br />Exception Area, as specified in Section 9J-5.0055 (6) of the Florida Administrative <br />Code, This exempts the City from concurrency requirements in order to encourage <br />urban infill development programs. <br /> <br />To accommodate the impacts of new development, alternative modes of transportation <br />are required to reduce traffic congestion. The City of Sunny Isles Beach provides a free <br />community shuttle with service seven days a week. To avoid traffic on Collins Avenue, <br />motorists have resorted to utilizing North Bay Road, which is a local roadway, This has <br />caused congestion on both north-south roadways and has impacted the amount of <br />traffic on North Bay Road, which is currently being reviewed for potential roadway <br />improvements. <br /> <br />Roadway performance conditions are measured by Level of Service (LOS) which is <br />represented by letters "A" or most favorable through "F" or least favorable conditions. <br />Roadway LOS standards are the ratio of the number of vehicles to the road capacity <br />during peak time periods, The City of Sunny Isles Beach has adopted an liE +20" Level <br />of Service for its roadways, meaning that where mass transit service having headways <br />of 20 minutes or less is provided within ~ mile distance, roadways shall operate at no <br />greater than 120-percent of their capacity, <br /> <br />However, the intensity of redevelopment along Collins Avenue may decrease the level <br />of service. The Comprehensive Plan identifies this possibility and states that Sunny <br />Isles Beach may need to modify lane configurations, improve intersections and expand <br />the shuttle service. <br /> <br />With Sunny Isles Beach being located between Aventura and downtown Miami, many <br />commuters use Collins Avenue as a cut through, Much of the traffic during the peak <br />hours may be due to commuters outside of the city limits utilizing the roadway, not from <br />the residents of Sunny Isles Beach. Therefore, the increase of redevelopment along <br />Collins Avenue may not be the main contributor to any decrease in level of service <br />along this roadway.
