<br />Issue #4 - Affordable Housing <br /> <br />1. The Housing Element shall be revised to address the issue of affordable housing in <br />a more appropriate way for this City. The issue should focus on, but not limited to, <br />looking at inclusionary housing provisions, including affordable housing financing <br />mechanisms, and the adequacy of supporting public services and facilities to <br />address new household formation and changing demographics. <br /> <br />2. Since many of the residents in the owner-occupied units have lived in their homes <br />for a number of years, the increase in housing costs has not greatly affected their <br />ability to make mortgage payments. To ensure these people's housing needs <br />continue to be met, the City needs to continue providing the private sector with <br />tools, such as developer affordable housing incentives within the land development <br />regulations. To this end, the City may want to amend the LDRs to include a <br />provision for using extra units as bonus units to encourage developers to provide <br />owner-occupied and rental affordable housing. <br /> <br />3. The City shall assist the South Florida Regional Planning Council in developing the <br />Regional Housing Plan. to identify alternative methods for affordable housing. Since <br />Sunny Isles Beach is built-out and experiences unusually high property values, <br />methods to preserve affordable housing need to be carefully weighed. <br /> <br />4. The City shall also consider adopting specific agreements with other local <br />jurisdictions pertaining to the provision of affordable housing. <br /> <br />Issue #5 - Mission Statement <br /> <br />1. The City has experienced rapid growth and overall change of the built environment. <br />Redevelopment has been a successful tool in increasing the economic impact of this <br />City. The Vision in the 2000 Plan has been well served in the approvals of <br />development in the City. However, for Sunny Isles Beach to meet the needs of the <br />citizens it serves, it should identify a time frame for development of the strategic or <br />business plan, which emphasizes the needs of the citizens, internal and external <br />coordination, and coordinated planning efforts with adjoining municipalities. <br /> <br />City of Sunny Isles Beach - <br />2005 Evaluation and Appraisal Report <br /> <br />Rev. 9/15/2005 <br />Page 72 <br />
