<br />CITY OF SUNNY ISLES BEACH 2007 COMPREHENSIVE PLAN <br />EV ALUATION AND APPRAISAL REPORT (EAR)-BASED AMENDMENTS <br />APPLICATION NO.3 <br />CITY OF SUNNY ISLES BEACH COMPREHENSIVE PLAN <br />HOUSING ELEMENT AMENDMENTS <br /> <br />1. Amend Policy IE. as follows: <br /> <br />Policy IE. The City shall incorporate the final recommendations of the joint Florida Department of <br />Community Affairs/South Florida Regional Planning Council "Regional /~ffordable Housing Strategy" into a <br />citywide affordable housing policy, to the maximum extent consistent "vith existing land sue, design, urban <br />service, transportation, environmental and social conditions in the City, including consideration of applicable <br />goals, objectives and policies. This policy will be incorporated in the form of an amendment to the adopted <br />comprehensive plan. The amendment 'Hill be initiated \vithin six months, or the first available amendment <br />cycle, following completion of the "Regional L^~ffordable Housing Strategy". support the establishment of <br />areawide affordable housing goals, and participate as appropriate in the development and implementation of the <br />South Florida Regional Planning Council's Regional Affordable Housing Strategy. <br /> <br />2. Add a new Policy under Objective 4 as follows: <br /> <br />Policy 4K. The City shall coordinate with Miami-Dade County and other agencies as appropriate to ensure <br />that public funds earmarked for affordable, workforce, elderly or special needs housing, and the full range of <br />affordable housing financing mechanisms, are made available to residents who would qualify for assistance. <br />The City shall utilize existing private, County, State and federal programs which assist individuals with home <br />ownership through such means as subsidies, loans, loan guarantees, counseling or through other similar means, <br />including such programs as the County Surtax Mortgage Program. <br /> <br />3. Add a new Policy under Objective 4 as follows: <br /> <br />Policy 4L. The City shall coordinate with non-profit affordable housing providers and other iurisdictions as <br />appropriate to address the affordable, workforce, elderly or special housing needs of current and future <br />residents. <br /> <br />4. Add a new Policy under Objective 4 as follows: <br /> <br />PoI icy 4M. The City, on an ongoing basis, shall investigate the availability of grants and other funding <br />sources to implement affordable, workforce, elderly or special needs housing programs. <br /> <br />5. Add a new Policy under Objective 4 as follows: <br /> <br />Policy 4N. In consideration of a developer's provision of affordable, workforce, elderly or special needs <br />housing, the City, through the land development regulations, shall consider granting up to a 20 percent density <br />increase, to the extent that such an increase is compatible with surrounding development and site characteristics <br />and other goals, obiectives and policies of this Comprehensive Plan. The bonus in density may also be <br />accompanied by other adiustments on sites where staff determines transition will protect adioining <br />development. <br /> <br />22 <br />
