<br />CITY OF SUNNY ISLES BEACH 2007 COMPREHENSIVE PLAN <br />EVALUATION AND APPRAISAL REPORT (EAR)-BASED AMENDMENTS <br /> <br />APPLICATION NO.4 <br />CITY OF SUNNY ISLES BEACH COMPREHENSIVE PLAN <br />RECREATION AND OPEN SPACE ELEMENT AMENDMENTS <br /> <br />1. Amend Policy 3E. as follows: <br /> <br />Policy 3E. The City shall use its municipal powers to acquire land for Investigate the possibility of <br />providing additional parks/open space and amenities in the western neighborhoods of the City in order to meet <br />and maintain compliance with the Level of Service Standard for parks and recreational facilities, and <br />compensate for any loss of recreation and open space acreage that might result from coastal erosion and other <br />factors. <br /> <br />2. Add a new Policy under Objective 3 as follows: <br /> <br />3F. Provide for balanced system of municipal parks providing open space and recreational facilities at scales of <br />community, neighborhood, block and small scale urban spaces that meet the following activity needs: <br /> <br />a) Passive open space that provides for individual and group enioyment of unstructured activities such <br />as walking, sitting, contemplation, relaxation and observation; <br /> <br />b) Resource Based Open Space that provides access to and interaction with water bodies, shoreline <br />environments, ecological and botanical environments, and interpretive facilities that educate users about <br />natural systems; <br /> <br />c) Active open space that provides facilities and space for structured play; sports; shared use paths for <br />running, cycling and skating; playgrounds; group activities; community wide gatherings for events and <br />performances, and special facilities for the disabled, and; <br /> <br />d) Special Facilities that support recreational activities such as community centers, cultural facilities, <br />museums, youth centers, amphitheaters and concert venues. <br /> <br />3. Add a new Policy under Objective 3 as follows: <br /> <br />3G. Provide geographic balance in the municipal system of parks and open space as described in Policy 3F. <br />to better serve concentrations ofpopulation in the northern (north of 183rd Street), central 072nd to 183rd <br />Streets) and southern (south of 172nd Street) districts of the City as well as a balanced allocation of public space <br />west of the Collins Avenue traffic corridor that impedes pedestrian access to oceanfront open space. <br /> <br />4. Add a new Policy under Objective 3 as follows: <br /> <br />3H. Provide municipal public gathering space suitable for community scaled events proximate to the planned <br />Town Center (Future Land Use - 15B.) that will reinforce the destination activity patterns of the Town Center <br />and provide a more balanced distribution of municipally owned and managed public space to complement <br />privately provided public plazas and courtyards in commercial environments (Future Land Use - 15B.). <br /> <br />24 <br />
