Dannheisser <br />CityAUOmey <br />RECOMMENDATION <br />It is recommended that the City Commission approve a resolution granting the City Manager <br />the authority to impose an administrative fee for the structural review of building plans <br />submitted to the City in support of an application for a building permit. <br />REASONS <br />In 1994, Dade County imposed a requirement upon all municipalities mandating the use of <br />professional engineers as structural plans reviewers in all Building Departments. This forced <br />municipalities to either contract out these reviews or to hire in -house engineers. It is <br />anticipated that the volume of permits requiring the services of a P.E. will be minimal. It <br />therefore makes good sense for the City to outsource this service and "pay as we go." The City <br />would then simply pass through the cost of the review to the permit applicant plus a small <br />administrative fee to cover the costs involved in outsource communications. <br />The Commission should note that there is no other county in the State of Florida which <br />imposes such reviews upon its municipalities. Structural review is performed by either the <br />Building Official or the certified building plans examiner virtually everywhere else in Florida. <br />While there is no evidence to support the notion that a structural review by a P.E. has or will <br />improve the safety of structures, there is also no evidence to disprove the theory.
