RESOLUTION NO.98- 60 <br />RESOLUTION OF THE CITY COMMISSION OF THE CITY OF SUNNY ISLES <br />BEACH, FLORIDA, PROTESTING MIAMI-DADE COUNTY'S BUDGET <br />MESSAGE THAT PROPOSES TO SUBSTANTIALLY RAISE MUNICIPAL <br />MILLAGE RATES, UNFAIRLY AND INEQUITABLY PLACING THE TAX <br />BURDEN ON INCORPORATED AREAS OF MIAMI-DADE COUNTY TO <br />UNDERWRITE SERVICES IN UNINCORPORATED AREAS; URGING THE <br />BOARD OF COUNTY COMMISSIONERS TO INSTRUCT THE COUNTY <br />ADMINISTRATION TO PROVIDE AN IMMEDIATE ACCOUNTING OF <br />MUNICIPAL SERVICES PROVIDED BY MIAMI-DADE COUNTY, AND <br />FURTHER DEMANDING THAT TAX REVENUES RAISED FROM <br />INCORPORATED AREAS SHOULD NOT BE COMMINGLED WITH THE <br />GENERAL FUNDS OF MIAMI-DADE COUNTY IN ORDER THAT THE <br />PUBLIC BE ACCURATELY ADVISED OF MIAMI-DADE COUNTY'S USE <br />AND SPENDING OF TAX REVENUES. <br />WHEREAS, Miami -Dade County's budget message revealed a substantial tax hike for <br />municipalities while cushioning the blow to unincorporated Miami -Dade County taxpayers with a <br />lesser tax hike; and <br />WHEREAS, the budget message is a frontal assault on both recently incorporated cities and <br />municipal taxpayers, particularly for property owners and residents in Sunny Isles Beach; and <br />WHEREAS, it is singularly unfair to cast the burden of Miami -Dade County's poor fiscal <br />management and service delivery problems on the backs of municipal taxpayers and municipal <br />government. <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY <br />OF SUNNY ISLES BEACH, FLORIDA, THAT: <br />Section 1: The Mayor and the City Commission of the City of Sunny Isles Beach, Florida <br />hereby protest Miami -Dade County's budget message that substantially raises municipal millage <br />rates, unfairly and inequitably placing the tax burden on incorporated areas of Miami -Dade County <br />to underwrite services in unincorporated areas; and further urge the Board of County Commissioners <br />of Miami -Dade County to instruct the County Administration to provide an immediate accounting <br />of municipal services provided by Miami -Dade County; and further demand that tax revenues raised <br />from incorporated areas should not be commingled with the general funds of Miami -Dade County <br />
