Section 2. The powers and duties of this Council shall be solely of an advisory nature to the City Commission, through Commissioner Connie Morrow as liaison, with respect to matters pertaining to the fashion, film, radio, television, recording and production industries. The purview of the Council's recommendations shall include: a. Recommendations on methods of promoting the growth, economic development and stability of these industries within Sunny Isles Beach. b. Recommendations relative to both the economic and non -economic needs of these industries, including how those needs might best be met. c. Recommendations and monitoring of proposed Local, State and Federal Laws and industry trends as they should be known to the City of Sunny Isles Beach. Section 3. This Council shall be subject to the Sunshine Laws and, as such shall maintain minutes of all meetings and give proper notice as to meeting times and dates. The City Attorney may conduct a workshop to educate all members regarding public records, sunshine laws and rules of procedure as adopted by the Commission prior to the convening of the Council. Section 4. The appointments once made in writing in accordance with Section 1 herein above shall become effective immediately upon the appointee filing with the Clerk of the City his/her acceptance and filing of a financial disclosure (Form 1-Statement of Financial Interest) as required by law. All appointments shall be made for a one (1) year term, commencing December 1, and expiring November 30 of the following year. Appointments to fill any vacancy on the Council shall be for the remainder of the unexpired term of office. Section 5. The provisions of this Resolution authorizing creation of this Council shall become effective immediately upon adoption. PASSED AND ADOPTED this 12"' day of November, 199 .
