<br />CITY OF SUNNY ISLES BEACH <br /> <br />ADMINISTRATIVE REGULATIONS <br /> <br />James DiPietro <br />City Manager <br /> <br />Administr~: 1-2 <br />Approved ate: 04/15/98 <br /> <br />ALL DEPARTMENTS <br /> <br />TOBACCO OR TOBACCO PRODUCTS ABSTENTION AS PRE AND POST EMPLOYMENT <br />REQUIREMENTS <br /> <br />OBJECTIVE <br /> <br />To reduce the liability exposure to the City of Sunny Isles Beach recognizing that: <br /> <br />1) the Surgeon General of the United States has declared that use of tobacco or tobacco <br />products is a hazard to an individual's health; and <br />2) an employee's poor health, due to continued use of tobacco or tobacco products, <br />increases the loss experience of the group health insurance plans and group life <br />insurance plans; and <br />3) increases in loss experience result in increases in premium cost for insurance plans; <br />and <br />4) increases in premium costs for employees are borne by the General Fund and <br />subsequently the taxpayer of the City of Sunny Isles Beach. <br /> <br />To reduce the amount of lost productivity time due to absenteeism and on-the-job time lost to the <br />City of Sunny Isles Beach recognizing that: <br /> <br />I) an employee's poor health, due to the continued use oftobacco or tobacco products, <br />increases the amount of lost work days and limited activity and thus reduces an <br />employee's productivity; and <br />2) decreases in employee productivity result in the decrease in efficiency of the City <br />government; and <br />3) decreased efficiency is not an effective use of taxpayer's dollars. <br /> <br />RESPONSIBILITIES <br /> <br />Each Department Head is responsible for monitoring the compliance of the provisions of this <br />Administrative Regulation. <br /> <br />PROCEDURES <br /> <br />All applicants must be a nonuser of tobacco or tobacco products for at least six months immediately <br />preceding application, as evidenced by the sworn affidavit of the applicant. <br /> <br />Employees may not use, on or off duty, tobacco or tobacco products while employed by the City of <br />Sunny Isles Beach. <br />
