<br />RESOLUTION NO. 2000- 2-l 0 <br /> <br />A RESOLUTION OF THE CITY COMMISSION OF THE CITY OF <br />SUNNY ISLES BEACH, FLORIDA, SUPPORTING THE <br />APPROVAL OF A CERTIFICATE OF NEED APPLICATION AND <br />THE IMPLEMENTATION OF AN OPEN HEART SURGERY <br />SERVICES PROGRAM AT AVENTURA HOSPITAL AND <br />MEDICAL CENTER; PROVIDING FOR AN EFFECTIVE DATE. <br /> <br />WHEREAS A ventura Hospital and Medical Center has continually provided high quality <br />health services to the residents of Sunny Isles Beach and its neighboring communities; and <br /> <br />WHEREAS the City's year-round population of approximately 14,000 residents and the <br />Hospital's total service area population of over 500,000 is projected to increase significantly in <br />the next several years; and <br /> <br />WHEREAS A ventura Hospital, with 407 acute care beds, provides community residents <br />with a broad range of high quality medical services through approximately 800 medical staff <br />physicians, 1,200 employees and 200 volunteers, which array of inpatient and outpatient services <br />include emergency services, ambulatory and inpatient general and speciality surgery services, <br />intensive care, diagnostic testing, laboratory services, obstetrics, pediatric services, oncology, <br />psychiatric services, home health care services, and many others; and <br /> <br />WHEREAS Sunny Isles Beach has a large elderly population to which A ventura Hospital <br />has demonstrated its commitment through its sophisticated cardiology services, including <br />prevention programs, cardiopulmonary services, cardiac catheterization laboratory, coronary care <br />unit, and cardiac rehabilitation programs; and <br /> <br />WHEREAS Aventura Hospital facilitated approximately 275 patient transfers during <br />1999 to hospitals with open heart surgery programs, and the nearest providers of open heart <br />surgery services within Health Planning District 11 are fifteen to twenty miles away; and <br /> <br />WHEREAS the transfer of open heart surgery patients away from our community <br />hospital often creates travel barriers to family visitation, increases patient anxiety, and adversely <br />effects continuity of care due to the inability of physicians within our community to follow their <br />patients; and, <br /> <br />WHEREAS A ventura Hospital and Medical Center has been the recipient of numerous <br />awards for outstanding patient care, including being nationally recognized as one of the nation's <br />"100 Top Hospitals: Benchmarks for Success II for four years and was the recipient of the 1998 <br />Mercury Award for patient quality outcomes; and, <br /> <br />WHEREAS our residents are in need of local open heart and cardiovascular surgery <br />services, and A ventura Hospital and Medical Center is seeking a certificate of need approval <br />from the State of Florida Agency For Health Care Administration to initiate such services; <br /> <br />R2000- A ventura Hospital <br /> <br />Page 1 of 2 <br />
