<br />Sunny Isles Beach Comprehensive Plan <br />April 13, 2000 <br />Page 5 of5 <br /> <br />Rather than rely primarily on physical and mapped expressions of the City's plan, this document <br />is a policy plan that emphasizes social and economic factors as a basis to respond to the <br />complexities of the urban environment and its development. Policy plans attempt to translate <br />goals and objectives into specific actions that reflect the thinking of the community on a wide <br />range of issues. Policy planning combines process with substance and is continuous and <br />responsive and, therefore, has a closer relationship with the political process. A comprehensive <br />plan should strike a balance between long-range desirability, predictability and flexibility. This <br />flexibility provided by the policy plan allows for a range of alternative future land uses but <br />assures compatibility between those uses. <br /> <br />To achieve greater specificity in policy planning, specific areas of the City may be the subject of <br />sub-area master plans that can be prepared jointly by the public and private sector nearer the time <br />of actual development or redevelopment activities and express greater detail and direction for <br />future land uses, infrastructure, design objectives, and public facilities. Redevelopment Districts, <br />Special Area plans such as for the Town Center or specific residential areas are examples of such <br />sub-area plans. These sub-area plans may be incorporated into the Comprehensive Plan. <br /> <br />CONCLUSION <br /> <br />Based on the information contained within this report, the LP A workshop held on April 4, 2000, <br />the LP A public hearing this evening and the presentation to the Commission this evening, it is <br />my recommendation that the City Commission transmit the Comprehensive Plan to the <br />Department of Community Affairs to begin the required review process. <br /> <br />Respectfully Submitted, <br /> <br /> <br />:msd <br /> <br />5 <br />
