Proposal for Scope of Services <br /> <br />Dear Ms. Dumas. <br /> <br />On behalf of Luft Consulting. Inc., the Chesapeake Group and North <br />Meridian, Inc.. I want to thank you for this opportunity to submit this <br />proposal for professional planning services for the preparation of <br />Revitalization Strategies for Sunny Isles Boulevard & Collins Avenue. <br /> <br />We are particularly interested in and motivated by this project due to <br />our current involvement with the preparation of the Sunny Isles Beach <br />Comprehensive Master Plan and with similar projects in South Florida <br />and throughout the country. <br /> <br />We believe our extensive knowledge of Sunny Isles Beach gained <br />through the preparation of the Comprehensive Master Plan uniquely <br />qualifies us to address the issues related to the Town Center and the <br />respective development and redevelopment issues to be addressed <br />within the commercial corridors of Collins Avenue and the 163rd <br />Street/City Hall municipal district. <br /> <br />The scope of the planning effort we contemplate for these areas <br />includes: <br /> <br />LAND USE AND URBAN DESIGN ISSUES <br /> <br />LCG recognizes that the key to a successful revitalization strategy <br />is an integrated package of land development regulations, <br />development incentives, urban design guidelines and public <br />infrastructure improvements that work together to create a unified <br />plan. To assure an appropriate fit of all elements. each must be <br />tailored to the particular needs of Sunny Isles. The LCG team does <br />not simply package "off the shelf" industry techniques and <br />standards to address these issues. Rather, a distinctly crafted <br />response to each plan element will be drawn to provide the City <br />with a unique and effective approach to the particular issues of <br />each study area. <br /> <br />FUTURE LAND USES <br /> <br />A detailed future land use element will be drafted that is to be <br />adopted within the policy framework of the Sunny Isles Beach <br />
