<br />RESOLUTION NO. 2000-~~ <br /> <br />A RESOLUTION OF THE CITY COMMISSION OF THE <br />CITY OF SUNNY ISLES BEACH, FLORIDA, RELATING TO <br />THE CITRUS CANKER ERADICATION PROGRAM; <br />CALLING UPON THE STATE OF FLORIDA TO ESTABLISH <br />A TREE CANOPY COMPENSATION FUND TO PROVIDE <br />JUST AND FAIR COMPENSATION TO MIAMI-DADE <br />COUNTY RESIDENTS WHOSE TREES HAVE BEEN <br />ERADICATED BY THE DEPARTMENT OF AGRICULTURE <br />AND TO PROVIDE FUNDING TO CITIES IN MIAMI-DADE <br />COUNTY TO REESTABLISH THE DECIMATED TREE <br />CANOPY IN THEIR COMMUNITIES; PROVIDING FOR AN <br />EFFECTIVE DATE. <br /> <br />WHEREAS, the eradication of citrus trees under the Florida Department of Agriculture's <br />Citrus Canker Eradication Program in Miami-Dade County is an issue of major concern to all <br />residents and the various municipalities within Miami-Dade County; and <br /> <br />WHEREAS, the Florida Department of Agriculture has declared a state emergency and <br />quarantine of South Florida in order to protect the 8.6 billion dollar citrus industry from the bacteria <br />that causes citrus canker, Xanthomonasaxonopodis Pv. Citri (Asian Strain); and <br /> <br />WHEREAS, an estimated 1,000,000 citrus trees have been or will be eradicated in Miami- <br />Dade County under the Florida Department of Agriculture's Citrus Canker Eradication Program; <br /> <br />WHEREAS, the eradication has placed major hardships on residents and denuded the tree <br />canopy in cities; and <br /> <br />WHEREAS, the State of Florida is providing only a limited-use $100.00 certificate per <br />residence, regardless of the number of trees eradicated, as compensation; and <br /> <br />WHEREAS, these efforts are clearly inadequate, <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE <br />CITY OF SUNNY ISLES BEACH, FLORIDA, AS FOLLOWS: <br /> <br />Section 1. The State of Florida be requested to re-assess any scientific data to confirm or end the <br />need for further citrus canker eradication and make readily available its "public" scientific data. <br /> <br />Section 2. The City Commission of the City of Sunny Isles Beach calls upon the State of Florida <br />and the Florida Citrus Industry to establish a just and fair compensation grant program for residents <br />that will provide sufficient, realistic "fair market value" funding to replace all citrus trees eradicated <br />due to the Citrus Canker Eradication Program. <br /> <br />Citrus Canker Tree Eradication - Res <br />
