The
anticipated cost of $3.24 million for the police headquarters was multiplied by the
proportionate share factors discussed above and then divided by projected demand units in
at build out of the City of Sunny Isles Beach (see Figure 16).

For vehicles and equipment, the current LOS is based on the replacement cost of the
current fleet, as shown in the bottom portion of Figure 16. Police patrol cars have a
replacement cost of $29,000 when fully equipped with necessary add-ons, such as lights,
radios and public safety equipment. The total cost of vehicles and equipment was allocated
to residential and nonresidential development and then divided by the number of demand
units in 2001. Impact fee revenue may be used to expand the vehicle fleet but not replace
vehicles as they wear out. TA and City staff discussed minimum thresholds for vehicles and
equipment to be eligible for impact fee funding. For the purpose of impact fees, we have
established a minimum useful life of at least three years and minimum cost of $8,000.

Figure 16 - Police Level-Of-Service Standards

Police Headquarters

Planned City Hall

Total Cost
$12,000,000

Police Share
27%

Police Cost Allocation
$3,240,000

Proportionate Build Out Cost per
Share Demand Units Demand Unit
Residential 31% 25,844 persons in hsg units $38
Hotel 21% 2,288 rooms $297
Businesses 48% 16,670 nonres veh trips $93

Vehicles and Equipment
Type of Vehicle
Patrol Car
4WD SUV
One-Ton Pickup Truck
Motorcycle
ATV
Jet Ski
Boat
Total

Units

Price

Replacement Cost

41 $29,000 $1,189,000
5 $29,000 $145,000
1 $37,000 $37,000
5 $23,000 $115,000
2 $8,000 $16,000
2 $8,000 $16,000
1 $75,000 $75,000

57

$27,947

$1,593,000

Proportionate 2001 Cost per
Share Demand Units Demand Unit
Residential 31% 20,724 persons in hsg units $23
Hotel 21% 2,233 rooms $149
Businesses 48% 11,178 nonres veh trips $68

17

Tischler & Associates, Inc.
