Dannheisser, City Attorney Richard Brown - Morilla, City Clerk RESOLUTION RESCINDING THE APPROVAL OF THE CITYWIDE STREETSCAPE CONCEPT PLAN RECOMMENDATION It is recommended that the City Commission adopt the attached resolution rescinding the approval of the citywide Streetscape concept plan. REASONS Approximately two (2) years ago the City Commission approved a Streetscape plan in concept, originally prepared by Bermello & Ajamil and recommended by the then Community Planning and Development Director. In the interim, City administration has discovered that many of the underlying assumptions used to develop this plan were either inaccurate or unverified, and, as such, many aspects of the plan have been rendered unfeasible, although the City Manager has decided to use the plan where feasible an practical and otherwise follow the Collins Avenue beautification plan, as it is developing. Since future plans for the Streetscape must vary from the originally adopted streetscape plan, it is now necessary to rescind the approval, in concept, as originally authorized by the City Commission in the aforementioned resolution, except to the extent to authorize the City Manager, where feasible and practical, to apply it within his discretion, based on objective and accurate criteria obtained from the various governmental utilities and other agencies involved in this plan. This resolution also directs the Finance Director, to the extent that voluntary proffers and prior zoning approval resolutions were made by zoning applicants, to collect and apply such funds to the Collins Avenue Beautification Program, and directs the Zoning Director to ensure that all zoning applicants comply with the Streetscape Master Plan, where practical and feasible, as requested by the City Manager or his designee, or to otherwise ensure compliance with the current Collins Avenue Beautification Plan.
