Sixteen (16) companies were solicited for this study and of the six (6) tirms <br />which responded, your company was selected as most qualified by the City Manager and myself. <br /> <br />The professional manner in which your proposal was written, and your listing of Law <br />Enforcement clients, helped both the City Manager and I in reaching our decision to select your <br />firm to conduct the study. <br /> <br />I am anxiously looking forward to working with your firm, as many activities, pr~iects, <br />and other issues have been put on hold, pending your firm's input. You will find the Lawton <br />Police Department possesses professional Police Officers who are waiting for direction and <br />guidance in order to move forward towards the 21 st Century. As I mentioned in the RFP, <br />tradition, isolationism, poor attitudes, lack of leadership, internal backbiting and turf building <br />have fragmented and impeded the progress of this organization.
