Sixteen (16) companies were solicited for this study and of the six (6) tirms which responded, your company was selected as most qualified by the City Manager and myself. The professional manner in which your proposal was written, and your listing of Law Enforcement clients, helped both the City Manager and I in reaching our decision to select your firm to conduct the study. I am anxiously looking forward to working with your firm, as many activities, pr~iects, and other issues have been put on hold, pending your firm's input. You will find the Lawton Police Department possesses professional Police Officers who are waiting for direction and guidance in order to move forward towards the 21 st Century. As I mentioned in the RFP, tradition, isolationism, poor attitudes, lack of leadership, internal backbiting and turf building have fragmented and impeded the progress of this organization. Add to these problems, micro management and the lack of interest in new technology, futuristic planning and self serving interests, and I believe you will find your task, to say the least, to be exciting and challenging.
