<br />housing police departments throughout the country (Baltimore
<br />Public Housing Authority (HA) and Community Development,

<br />Cuyahoga Metropolitan HA, Cleveland, OH, HA of the City of Los
<br />Angeles, Los Angeles, CA, HA of the City of Oakland, Oakland, CA,
<br />Philadelphia HA, Philadelphia, PA, HA of the City of Pittsburgh,
<br />Pittsburgh, PA, HA of the City of Waterbury, Waterbury, CT, and
<br />the Virgin Islands HA, Virgin Islands) focussed on improving
<br />overall security in public housing.

<br />You and your staff consistently delivered outstanding work
<br />products, especially the Law Enforcement Service Agreements
<br />between housing authorities and local government, Police
<br />Department Policy Manuals, Community Policing, Physical and
<br />Technical Security, Crime Prevention, Patrol Strategy, Police
<br />Records, Communications and Dispatch, and Fiscal Tracking Systems
<br />and Plans. As a result of your work, the public housing police
<br />d~par~ments either ~ave been or are on the way to being
<br />accreditated by professional organizations.
<br />
<br />As the ten public housing authority police departments begin
<br />to attain national accreditation, residents of public housing and
<br />their communities will reap the benefits of your expertise and
<br />guidance. The additional cities to whom you provided public
<br />safety and security technical assistance ---- Atlantic City, NJ,
<br />Atlanta, GA, Blossom, TX, Bridge City, TX, New Orleans, LA,
<br />Chicago. IL, San Francisco, CA, New York, NYC, Atlanta, GA, St.
<br />Louis, MO. Memphis, TN, Shreveport, LA, St. Petersburg, FL, New
<br />Ha':en, CT. Grand Saline, TX, and Vidor, TX, ---- have also seen
<br />real improvements in public housing security under your
<br />leadership and unique talent to unite public agencies and
<br />communities who have a common goal of better living conditions
<br />for residents of public housing.
