Russo, City Manager <br /> DATE: July 17, 2003 <br /> RE: ACCEPTANCE OF REPORTS - POLICE DEPARTMENT MASTER PLAN <br /> STUDY, EMERGENCY PREPAREDNESS PLAN, AND DRAFT MANUAL OF <br /> OPERATING PROCEDURES <br /> RECOMMENDATION <br /> It recommended that the City adopt the attached resolution accepting the Police Department <br /> Master Plan Study, the Emergency Preparedness Plan, and a Draft of the Manual of Operating <br /> Procedures by Carroll Buracker& Associates, Inc. (CBI). <br /> REASONS <br /> On December 12, 2002, the City Commission approved an agreement with CBI for Police <br /> Master Planning services. The intent of the City was to develop a multi-faceted public safety <br /> master plan for the future delivery of police services to help us in terms of future budgeting <br /> (similar to the Capital Improvement Plan). The focus of the plan is to assist City officials in <br /> public safety master planning for the growth and redevelopment taking place in the city. <br /> Specifically, the project phases of the master planning included the development of (a) a <br /> Comprehensive Police Master Plan, including an emergency dispatch element; (b) a Police <br /> Department Policy Manual (based upon Florida accreditation); and (c) a Disaster Preparedness <br /> Plan. CBI has completed the above tasks and is here to discuss the reports with the Commission. <br /> ADDITIONAL INFORMATION <br /> CBI is a public safety, consulting corporation licensed in the State of Virginia.
