<br />FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION <br />FLORIDA RECREATION DEVELOPMENT ASSISTANCE <br />PROGRAM <br />GRANT APPLICATION PACKAGE <br />2003-2004 <br /> <br />INTRODUCTION <br />The Florida Recreation Development Assistance Program (FRDAP) provides grants to local <br />governmental entities to acquire or develop land for public outdoor recreation. The Florida <br />Department of Environmental Protection (DEP), Bureau of Design and Recreation Services <br />administers FRDAP. DEP evaluates grant applications according to policies and procedures <br />described in Chapter 62D-5, Part V, Florida Administrative Code (F.A.C.). This is commonly <br />known as the FRDAP Rule. Applicants should familiarize themselves with these policies and <br />procedures. This packet will assist all applicants in preparing and presenting the information <br />needed for DEP to evaluate proposed FRDAP applications. <br /> <br />GENERAL APPLlCA TION INFORMA TION <br />Please submit the application in a SOFT COVER (please, no HARD 3-ring <br />binders). To facilitate the review and scoring process, tab all support <br />documents or attachments according to Part III of this application. We <br />a reciate our coo eration. <br /> <br />A proposed FRDAP project must be for one of the three following categories: acquisition of land <br />for public outdoor recreational purposes, development of land for public outdoor recreational <br />purposes, or construction or renovation of a public recreational trail. If an acquisition project <br />receives a FRDAP grant, the applicant must develop the acquired site for public outdoor <br />recreation use within three (3) years. <br /> <br />A development proposal should consist of the complete or partial development ofthe site for <br />public outdoor recreational use. A development project may consist of one <br />improvement/renovation or a group of related improvements/renovations designed to provide <br />primary facilities for outdoor recreation. A trail project should consist of a new trail or <br />renovation of an existing trail for public outdoor recreation. A trail project may consist of one <br />trail or multiple trails and related improvements within one project boundary. <br /> <br />Secondary or support facilities or improvements for access, safety and protection of the project <br />are viable project components for development or trail projects, but should not dominate the <br />proposed project. Primary facility costs must be greater than or equal to fifty percent ofthe total <br />project cost. Support facilities alone do not constitute an eligible project, except development <br />projects which provide or improve sandy beach access and trail projects which provide trailhead <br />or trailside facilities. Eligible areas and facilities are described in the FRDAP Rule. Should the <br />project receive funding, the grantee will have up to three (3) years from the effective date ofthe <br />project agreement to complete the project.
