Russo, City Manager <br /> DATE: September 9, 2004 <br /> RE: PREPARATION OF SUNNY ISLES BEACH EVALUATION AND APPRAISAL <br /> REPORT (EAR) <br /> RECOMMENDATIONS <br /> It is recommended that the City Commission approve the attached resolution entering into an <br /> agreement with Calvin Giordano and Associates, Inc ("CGA") for the preparation of an Evaluation <br /> and Appraisal Report("EAR"). <br /> REASONS <br /> The State requires that municipalities prepare an EAR, with regard to their Comprehensive Master <br /> Plan, every seven (7) years. CGA has agreed to undertake this project and has submitted a proposal <br /> for services in the amount of Fifty-Three Thousand Eight Hundred Fifty Dollars ($53,850.00). The <br /> scope of services include the following: prepare list of major issues based on City and public input; <br /> submit final list of major issues to Department of Community Affairs; prepare draft EAR; review <br /> current comprehensive plan; gather existing information from Miami Dade County, South Florida <br /> Regional Planning Council and other public and private service providers; supplement data with <br /> updated and more specific information; organize base data and analyze information; develop future <br /> planning goals, objectives, and policies for the City based on analysis of major issues; present draft <br /> EAR to City Commission at public hearing; and revise draft EAR, if necessary. <br /> ADDITIONAL INFORMATION <br /> CGA was hired as a planning consulting firm to assist staff and our outside legal counsel with the <br /> preparation of the City's Land Development Regulations, and they were "qualified" as the City's sole <br /> General Municipal Contract Services Consultant.
