This Code prohibits pass-through payments whereby the prime firm requires that the MBE firm <br />accepts payments as an MBE and passes through those payments to another entity; <br /> <br />Rental Space. Equipment and Staff Requirements or Flat Overhead Fee Requirements <br /> <br />. This Code prohibits rental space requirements, equipment requirements, staff requirements <br />and/or flat overhead fee requirements, whereby the prime firm requires the MBE firm to rent <br />space, equipment and/or staff from the prime firm or charges a flat overhead fee for the use of <br />space, equipment, secretary, etc; <br /> <br />MBE Staff Utilization <br /> <br />.
