<br />C. Samuel Kissinger, M.P.A. <br /> <br />With more than 30 years experience in the municipal arena, Sam Kissinger brings a unique <br />perspective to governmental issues and problems. His "been there, done that" (and often would <br />not do that again) expertise can assist local cities and counties in avoiding mistakes that they <br />might otherwise make. Over his career, he has assisted a number of cities in recruiting senior <br />managers and in resolving policy, practice and organizational concerns. In fact, in recognition of <br />his contribution to the profession, last year Sam is receiving the International City/County <br />Management Association's (lCMA) highest award, the Distinguished Service Award and was the <br />only recipient in 2002. <br /> <br />What Sam brings to the executive search function is that he knows the profession. When <br />interviewing references and conducting background checks, he can read between the lines and <br />identify potential problems or flaws that someone without his experience would miss.
