<br />Local Issue #3-lntergovernmental Coordination- <br />Coordinate with Miami-Dade County School Board regarding school facility <br />planning and Increase intergovernmental coordination with adjacent local <br />governments. <br /> <br />Define/Describe the Issue. How does the past compare to the present with respect to <br />the issue? How was the issue treated in the existing plan? <br /> <br />Although there are no schools within the city limits of Sunny Isles Beach, a major issue <br />identified by the City is better facility planning coordination between the municipality and <br />the Miami-Dade County School Board. Two contiguous parcels of land on the west side <br />of the City have been identified as a possible school site. The City has been working <br />with the School Board to address the needs of Sunny Isles Beach's growing school <br />population by constructing a school in the immediate future. <br /> <br />The City is aware of new legislation, Senate Bill 360 (changes to the Growth <br />Management Act), which provides requirements for counties and municipalities with <br />respect to the public school facilities element, revises the requirements for the public <br />schools interlocal agreement (163.3177, F.S.), and requires school concurrency by <br />December 2008. The City has entered into the Public School Interlocal Agreement with <br />the Miami-Dade School Board. The Agreement calls for coordination regarding school <br />site and facilities planning as required by Section 163.3177, F.S. <br /> <br />As for increased coordination of the impacts of development within adjacent local <br />governments, Sunny Isles Beach residents worry that development in adjacent <br />municipalities is negatively impacting their quality of life (e.g., traffic congestion, <br />pedestrian safety). Although the City's Plan contains specific policies and direction in <br />the Intergovernmental Coordination Element (ICE), residents feel the City has not been <br />consulted regarding significant proposed development in adjacent municipalities. The <br />City is very interested in better carrying out the provisions of the Plan-- working together <br />with the county and adjacent jurisdictions will result in resolving regional growth <br />management issues of mutual interest. <br /> <br />Identify the impacts of the issue <br />Assess whether the objectives of the plan that relate to the issue have been achieved. <br />List the objectives in each element of the plan that relate to the issue (matrix format is <br />recommended) <br /> <br />The objectives of the Plan impacted by this issue include, but are not limited to, the <br />Future Land Use Element, ICE, Transportation and Infrastructure. <br /> <br />Discuss whether there have been changes in circumstances that were not anticipated. <br />Discuss whether these changes resulted in either problems or opportunities for the <br />community.
