<br />element provide for recreational opportunities as their primary function, the City of <br />Sunny Isles Beach has expanded its cultural and educational programs. It has <br />increased citizen participation in all planning efforts relative to cultural resources and <br />protection of historical resources. With respect to implementation of the Plan, the <br />current Land Development Code is accounted successfully for inclusion of the <br />Recreation and Open Space District, which is intended to provide for the open space, <br />recreation and cultural needs of the City. <br /> <br />On April 15, 2004, the City of Sunny Isles Beach created a Historic Preservation Board <br />through Ordinance No. 2004-197. The Board consists of seven members of the <br />community and has the power to recommend structures to the City Commission for <br />designation as historic landmarks and historic landmark districts. The Board also <br />advises the City Commission on all matters related to the use, administration and <br />maintenance of City-owned structures and districts designated as historic. <br /> <br />At the time the Comprehensive Plan was adopted, there were no designated historic <br />structures. The City should now focus on identifying opportunities relative to any <br />structures or districts for historic preservation consistent with the adopted intent of its <br />Historic Preservation Ordinance. <br /> <br />CaDitallmDrovements Element <br /> <br />The City's eight-year Capital Improvement Program is updated on an annual basis to <br />reflect priorities for the upcoming year. According to the adopted FY 2004/2005 Adopted <br />Budget, the City has been able to accommodate all of their needs related to both <br />municipal services and infrastructure improvements without raising the tax rate due to <br />the continued growth of the tax base. In the last year, revenue from property taxes <br />increased by $2,259,633 and other revenues are expected to increase by approximately <br />$377,671 upon completion of the City's current projects. <br /> <br />The main source of revenue for the City is the greatly increasing tax base. The City's <br />costs for infrastructure improvements and services will be in higher demand as the <br />population grows. Table 3.14 describes the projected tax base growth through <br />2010/2011.
