<br />RESOLUTION NO. 2005- ~ S3 <br /> <br />A RESOLUTION OF THE CITY COMMISSION OF THE <br />CITY OF SUNNY ISLES BEACH, FLORIDA, CALLING ON <br />THE MIAMI-DADE BOARD OF COUNTY COMMISSIONERS <br />TO OPPOSE ANY EXTENSION TO THE URBAN <br />DEVELOPMENT BOUNDARY AT THE PRESENT TIME, TO <br />ENCOURAGE INFILL DEVELOPMENT AND ADHERENCE <br />TO THE COUNTY DEVELOPMENT MASTER PLAN AS <br />CURRENTLY ADOPTED; PROVIDING FORAN EFFECTIVE <br />DATE. <br /> <br />WHEREAS, the Mayor and City Commission of the City of Sunny Isles Beach recognize <br />that the City of South Miami is impacted significantly by Miami-Dade County's Planning, Zoning, <br />and County Comprehensive Development Master Plan (CDMP) policy; and <br /> <br />WHEREAS, the City of Sunny Isles Beach wishes to work with its sister municipalities and <br />Miami-Dade County, in a regional manner for fair, wise, and mutually beneficial policies; and <br /> <br />WHEREAS, the City of Sunny Isles Beach is aware that Miami-Dade County is under <br />increasing pressure to move the Urban Development Boundary (UDB) further west in order to allow <br />greater and sometimes intense, development activity to occur; and <br /> <br />WHEREAS, the City of Sunny Isles Beach considers the extension ofthe UDB at this time <br />to have significant negative impacts for both itself and the region, including increased traffic, <br />inadequate and/or unfunded increased costs for the provision of potable water, waste water, <br />stormwater, schools, parks, and open space, county and municipal services including police, fire, and <br />social services; and <br /> <br />WHEREAS, the County's adopted 2003 Evaluation and Appraisal Report (EAR) of the <br />CDMP recommends against extending the UDB, and reports infill housing land to be in adequate <br />supply through at least year 2020, eliminating the need to extend the UDB at this time; and <br /> <br />WHEREAS, municipalities are still engaged in their own state-mandated EAR's and should <br />have adequate time to finish without so major an amendment to the County's CDMP hanging in the <br />balance; and <br /> <br />WHEREAS, the South Miami-Dade Watershed Study and Plan, a comprehensive study <br />underway jointly by the South Florida Regional Planning Council, the South Florida Water <br />Management District, and Miami-Dade County, will not be complete until late 2005, is intended to <br />provide data essential to any consideration of moving the UDB or amending the CDMP, and should <br />not be preempted; and <br /> <br />R2005- Urban Boundary Extension Opposition <br /> <br />Page lof3 <br />
