Application for Funding Assistance
Florida Department of Law Enforcement
Justice Assistance Grant - Direct

General Project Information

Project Title: EMERGENCY TRAFFIC SUPPORT UNIT TRAILER

Project Sequence No: 0

Subgrant Recipient: City of Sunny Isles Beach

Implementing Agency: Sunny Isles Beach Police Department

Project Start Date: 2/1/2006 End Date: 7/31/2006

Problem Identification

The City of Sunny Isles Beach is a small municipality located on the northeast coast of Miami-
Dade County Florida. The City consists of residential areas, businesses and hotel/motels. The City
of Sunny Isles Beach is small by geographic standards, but because of our beaches and hotels,
the City of Sunny Isles Beach attracts thousands of visitors from surrounding inland cities as well
as visitors from all over the world.

The City of Sunny Isles Beach is located between the ever popular ?South Beach? (Miami Beach)
and the City of Ft. Lauderdale Beach thus makihg us a traffic corridor for a heavy flow of north and
southbound vehicular traffic. The city also entertains a large amount of pedestrian traffic. With
only one major thoroughfare (Collins Avenue / SR A1A) to handle the north and southbound traffic,
the possibilities of traffic congestion and serious traffic conditions are real.

The City of Sunny Isles Beach is also one of the fastest developing and growing cities in South
Florida. With the numerous ongoing construction projects, this only adds to the already existing
traffic congestion and demands placed on our limited roadways.

Although the City of Sunny Isles Beach Police Department has made every attempt to maintain a
safe and effective vehicular traffic flow and minimize the threat of pedestrian involved accidents by
placing clearly marked cross walks, signage and strict enforcement by our dedicated ?Traffic
Unit?, the possibility still exists of serious traffic situations and or conditions.

With the close proximity of the multiple high-rise buildings and businesses to the main
thoroughfare of our city (SR A 1 A), almost all critical incidents that occur will in some fashion effect
the flow of traffic on our main thoroughfare such as building fires, traffic crashes, police or fire
responses that require multiple units, etc. Therefore, it is imperative that this agency have the
ability to close or re-direct traffic in a timely fashion.

To re-direct or stop the regular flow of traffic in an emergency situation requires access to a lot of
equipment (Le.; Traffic Cones, Barricades, Flares and in some cases, portable lighting).
Unfortunately, the limited space available in a normal police vehicle is limited and not able to carry
an adequate supply of the necessary equipment.

This is the purpose of the Sunny Isles Beach Police Department establishing an ?EMERGENCY
TRAFFIC SUPPORT UN IT? that will be equipped with the necessary equipment to conduct traffic
check points, portable command posts, secure serious traffic crash scenes, stop or redirect major
roadways, etc.

Application Ref #
Contract

2006-JAGD-140
-JAGD-DADE- - -

Section #2 Page 1 of 2
