<br />that no deviation from the terms hereof shall be predicated upon any prior <br />representations or agreements whether oral or written. <br />Section 16. Enforcement of Aqreement. In the event that either Party is <br />required to enforce this Interlocal Agreement by court proceedings or otherwise, then <br />the Parties agree that each Party shall be responsible for their own fees and costs <br />incurred, including reasonable attorneys' fees and costs, of trial, alternative dispute <br />resolutions, or appellate proceedings. <br />Section 17. Time of Essence. Time shall be of the essence for each and every <br />provision hereof. <br />Section 18.
