<br />Application for Funding Assistance <br />Florida Department of Law Enforcement <br />Justice Assistance Grant - Direct <br /> <br /> <br />General Project Information <br /> <br />Project Title: STORM READY <br /> <br />Project Sequence No: 1 <br /> <br />Subgrant Recipient: City of Sunny Isles Beach <br />Implementing Agency: Sunny Isles Beach Police Department <br /> <br />Project Start Date: 2/1/2007 End Date: 7/31/2007 <br /> <br />Problem Identification <br /> <br />The City of Sunny Isles Beach is a barrier island located on the Atlantic Coast Line of South <br />Florida, in the northeast portion on Miami-Dade County, As the law enforcement branch of the city <br />government, we have a legal and moral obligation to do everything necessary and possible to <br />protect the lives and property of our residents and visitors alike, <br /> <br />Being a barrier island on the Atlantic Coast of South Florida, the City of Sunny Isles Beach is very <br />susceptible to hurricanes, tornados and other severe weather conditions, <br /> <br />According to the National Weather Service, Americans face an average of 10,000 thunderstorms, <br />2,500 floods, 1,000 tornados and approximately six (6) deadly hurricanes per year, <br /> <br />In the past three years, statistics by the National Hurricane Center's Tropical Cyclone Center <br />reports that the Atlantic Hurricane Season in 2003 produced five (5) Tropical Depressions, nine (9) <br />Tropical Storms and seven (7) Hurricanes. In the year 2004, the Atlantic Hurricane Season <br />produced one (1) Tropical Depression, five (5) Tropical Storms and nine (9) Hurricanes and in the <br />hurricane season of 2005, three (3) Tropical Depressions, twelve (12) Tropical Storms and fifteen <br />(15) Hurricanes were reported. <br /> <br />Based on the statistics listed above by the National Hurricane Center, it is obvious that our <br />hurricane seasons are becoming more and more active with each calendar year. Therefore, the <br />benefit of early detection and early notification on the Atlantic coastline of South Florida is <br />paramount in saving lives and protecting property, <br /> <br />Therefore, The City of Sunny Isles Beach is pursuing a certification by the National Weather <br />Service that will label our city as STORM READY, The program STORM READY was established <br />in 1999 in Tulsa, Okalahoma with the intentions of helping America's communities with the skills <br />needed to protect property and save lives before and during a severe weather event. According <br />the National Weather Service, some 90% of all federally declared disasters are weather related <br />and are responsible for approximately 500 deaths each year, In addition, nearly $14 billion are <br />spent each year because of the weather related damages that take place, <br /> <br />The National Weather Service has established criteria of six guidelines that must be met in order <br />to become STORM READY certified, <br /> <br />Specifically, guideline III requires that we have three methods of monitoring Hydro-meteorological <br />data, If approved, these grant funds will be utilized to purchase a Weather Tracking Station that <br />will provide 27 different real-time weather measurements that will be monitored twenty-four hours a <br />day, seven days a week in our police communications center, This data will also be made <br />available to the general public through our city's web <br />
