John Szerlag, City Man ger <br /> <br />DATE: December 14,2006 <br /> <br />RE: 1. STATUS OF PROPOSED SPECIAL ASSESSMENT PROJECT ON <br />ATLANTIC AVENUE <br /> <br />2. RECOMMENDATION TO AUTHORIZE THE CITY MANAGER TO <br />PREPARE PLANS AND SPECIFICATIONS FOR THE SPECIAL <br />ASSESSMENT PROJECT <br /> <br />After three meetings with Atlantic A venue Residents to discuss the Special Assessment Project <br />consisting of sanitary sewer installation, pavement restoration and drainage improvements, <br />things are moving along nicely. As indicated in the attached petition analysis (attachment 1), we <br />now have a majority of Property owners in favor of the project. Please know that Property <br />owners in favor of the Special Assessment Project based their decision primarily on the <br />information contained in the attached revised power point presentation (attachment 2). And the <br />difference between the enclosed presentation and the previous one is that I'm now <br />recommending a 25 year schedule of payments for the Special Assessment Project where earlier <br />it was a 20 year schedule. <br /> <br />In accordance with attached memorandum from the City Attorney (attachment 3), Tischler and <br />Associates will review the Special Assessment Proposal I advanced to the Atlantic Isle Residents <br />for reason of determining whether the properties assessed derive a special benefit; and whether <br />the apportionment is fair and reasonable. Specifically, the consultant will look at the benefits of a <br />sanitary sewer system compared to septic fields, and the benefits of enhanced roadway/drainage <br />improvements. In terms of proration, I'm proposing a 50/50 split between the City and residents <br />for sanitary sewer installation and roadway improvements, with the City paying 100% of <br />drainage improvements. <br /> <br />The next step in the Special Assessment approval process is to have detailed plans and <br />specifications. To this end, staff and I will be sending out and reviewing requests for <br />qualifications so that we can then select an Engineering Firm to develop plans and specs for this <br />project.
