Acquaro, Human Resources Director

Date: August 24, 2006

Re: Mercer Group, Inc. Compensation/ Classification Plan and Performance Evaluation
System

BACKGROUND:

The City initially retained the Mercer Group, Inc. in 2004 to conduct a Compensation/Market Study
and to review the City's job reclassification process. The 2004 study was a market study to evaluate
the City's overall pay plan in relation to the South Florida job market and to recommend a process
for reclassifying positions in which the responsibilities had changed and also to recommend a
process for evaluating new positions. During the 2004 study, they strongly recommended that the
City consider adopting a different style classification system that would be more sensitive to internal
equity among positions and more appropriate for, and typically found in, local governments as
compared to the City's strictly market sensitive classification system.

RECOMMENDATION:

It is recommended that the City Commission approve the attached resolution to engage Mercer
Group, Inc. to: conduct a comprehensive compensation/classification study for all full-time
employees except for the positions covered by the Police Dept. Step Plan for the not-to-exceed cost
of $9,750.00 and; to develop and implement a performance evaluation system for all full-time
employees for the not-to-exceed cost of $9000.00.

Date

IO~
10

Agenda Item
