Hines, City Clerk <br />RECOMMENDATION: <br />Award the bid and approve the contract to Williams Paving Asphalt Company, Inc. for the unit <br />prices indicated in the attached bid form for an estimated total amount of $2,863,958.70 (the <br />actual amount paid will be for units ordered, delivered, and accepted based on unit prices bid) <br />to reconstruct the southern lane of Sunny Isles Boulevard, west from Collins Avenue. <br />BACKGROUND: <br />We have received bids from four contractors on this project. We have reviewed the bids and <br />checked them for mathematical accuracy. The second low bidder had an extension error <br />which caused his bid to increase, but even when corrected, he still remains second low <br />bidder. <br />The low bidder was significantly lower than the other three, and this could have been reason <br />for concern. Sabrina Baglieri with Calvin- Giordano and I carefully reviewed the low bid and <br />neither she nor I felt it was an "unbalanced bid ", meaning we did not find an extraordinary <br />discrepancy in any particular line item. It simply seemed that the low bidder had truly <br />sharpened their pencil. We contacted the low bidder and discussed their offering. They <br />agreed that they still felt comfortable with their bid, even after seeing the other bids. The <br />company apparently has a good reputation (according to Sabrina) and based on her <br />recommendation, we ask that you award this bid as recommended.
