<br />Edward Byrne Memorial Justice Assistance Grant (JAG) Program <br />Florida Department of Law Enforcement <br /> <br />. <br /> <br />If an award is made for a project which has a research or statistical component under which <br />information identifiable to a private person will be collected, the subgrant recipient agrees to: <br /> <br />1. Project plans will be designed to preserve ano'nymity of private persons to whom information <br />relates, including, where appropriate, name-stripping, coding of data, or other similar <br />procedures. <br /> <br />2. Project findings and reports prepared for dissemination will not contain information which can <br />reasonably be expected to be identifiable to a private person. <br /> <br />3. A log will be maintained indicating that identifiable data have been transmitted to persons other <br />than BJA, OJJDP, BJS, NIJ, or OJP or grantee/contractor staff or subcontractors, that such <br />data have been returned, or'that alternative arrangements have been agreed upon for future <br />maintenance of such data. <br /> <br />. <br /> <br />4. A description of the project containing assurance by the applicant that: <br />(1) Data identifiable to a private person will not be used or revealed. <br /> <br />(2) Access to data will be limited to those employees having a need and that such persons <br />shall be advised of and agree in writing to comply with these regulations. <br /> <br />(3) All subcontracts which require access to identifiable data will contain conditions meeting the <br />requirements. <br /> <br />5. Any private persons from whom identifiable data are collected or obtained, either orally or by <br />means of written questionnaire, shall be advised that the data will only be used or revealed for <br />research or statistical purposes and that compliance with requests for information is not <br />mandatory. Where the notification requirement is to be waived, a justification must be included <br />in the Privacy Certificate. <br /> <br />6. Describe the precautions that will be taken to insure administrative and physical security of <br />identifiable data. <br /> <br />55. State Information Technology Point of Contact <br /> <br />The subgrant recipient agrees to ensure that the State Information Technology Point of Contact <br />receives written notification regarding any information technology project funded by this grant <br />during the obligation and expenditures period. This is to facilitate communication among local <br />and state governmental entities regarding various information technology projects being <br />conducted with these grant funds. In addition, the recipient agrees to maintain an administrative <br />file documenting the meeting of this requirement. Interstate Connectivity <br /> <br />To avoid duplicating existing networks or IT systems in any initiatives funded by BJA for law <br />enforcement information sharing systems which involve interstate connectivity between <br />jurisdictions, such systems shall employ, to the extent possible, existing networks as the <br />communication backbone to achieve interstate connectivity, unless the subgrant recipient can <br />demonstrate to the satisfaction of BJA that this requirement would not be cost effective or would <br />impair the functionality of an existing or proposed IT system. . <br /> <br />57.
