<br />GLOSSARY <br /> <br />Contiguous Concurrency Service Areas: Concurrency Service Areas which are <br />contiguous and touch alonq one side of their outside qeoqraphic boundary. <br /> <br />Affected Local Government: Any iurisdiction within 1,500 feet of, or whose utilities are <br />utilized bv the property or improvement under consideration bv the School Board. <br /> <br />Ancillary Facilities: The buildinq, site and site improvements necessary to provide <br />support services to the School Board's educational proqram including, but not limited to <br />vehicle storaqe and maintenance, warehouses or administrative buildinqs. <br /> <br />Applicant: For the purposes of school concurrency, any person or entity undertakinq a <br />residential development. <br /> <br />Attendance Boundary: The geographic area which is established to identify the public <br />school assiqnment of students residinq within that area. <br /> <br />Available Capacity: Existinq school capacity which is available within a Concurrency <br />Service Area includinq any new school capacity that will be in place or under actual <br />construction, as identified in the first three years of the School District's Five Year <br />Capital Plan. <br /> <br />Cities: The municipalities within Miami-Dade County. except those that are exempt from <br />the Public School Facilities Element. pursuant to Section 163.3177(12), F.S. <br /> <br />Comprehensive Plan: As provided by Section 163.3164(4), F.S., as amended. a plan <br />that meets the requirements of 163.3177 and 163.3178. F.S. <br /> <br />Concurrency: As provided for in Florida Administrative Code Rule 9J-5.003. the <br />necessary public facilities and services to maintain the adopted level of service <br />standards are available when the impacts of development occur. <br /> <br />Concurrency Service Area (CSA): A geographic area in which the level of service for <br />schools is measured when an application for residential development is reviewed for <br />school concurrency purposes. <br /> <br />Consistency: See Section 163.3194. F.S. <br /> <br />Development Order: As provided by Section 163.3164(7), F.S., as amended, any <br />order granting, or qrantinq with conditions, an application for a development permit. <br /> <br />Educational Facility: The buildings and equipment. structures and special educational <br />use areas that are built. installed or established to serve educational purposes only. <br /> <br />Educational Plant Survey: a systematic study of schools conducted at least every five <br />years and submitted to the DOE for review and validation.
