The design floats a three-floor curving bar of administration and <br />police functions over the ground floor public spaces of library, conference, <br />post office and Council Chamber. A three-level parking structure slides <br />underneath the western leg of the City Hall and integrates public-related <br />functions at the base. The restaurant, to the south of the City Hall functions, is <br />designed as a single-story volume whose roofscape is partially screened by <br />means of a large scale tensile canopy. <br /> <br />The City Hall is a composed of a concrete structural frame that is skinned with <br />white architectural precast concrete rendered in a "crosshatch" rib pattern. <br />The curtainwall and punch window openings are a pale green-glass tint, the <br />elevator / stair tower is clad in charcoal gray granite panels and the Council <br />Chamber is wrapped in a mosaic glass tile of varying blue shades. <br /> <br />An important civic space along the boulevard is created by the spiral-formed <br />Council Chamber floating on a dynamic fountain.
