To become a long term asset for the community it serves, Heritage Park and
Parking Garage must be simultaneously functional, cost effective, secure and aesthetically pleasing. To
ensure success, this project will need to be a collaborative effort of an established local Architect/Engineer
and Landscape Architecture team, coupled with the input of City staff and its representatives in a true
"partnering" work environment. As the Architects for the City's award winning Government Center, our goal
will be to provide the same high level of professional services to the City resulting in a garage and park that
will be assets to the community for many years into the future.

Although parking garages are typically not considered to be "design-oriented" projects, this particular parking
garage is an exception given its highly visible site and context. For the thousands of cars that use the
Lehman Causeway and Collins Avenue on a daily basis, this park and garage will be the first and last image
they have of Sunny Isles Beach and therefore its design needs to be carefully orchestrated in a holistic
design process. Having designed numerous parking garages, public parks and governmental facilities
throughout Florida, Spillis Candela DMJM would like to be the City's Architect for this project.

Founded in 1926, Spill is Candela DMJM is headquartered itl Coral Gables and currently employs more
than 200 professionals. Our firm will be the "Prime" consultant to the City and will provide "all" basic design
services for this project including Architecture, Structural, MEP, and Civil Engineering. We will be supported
by several technical consultants including: EDAW (Landscape Architecture); David Plummer & Associates
(Traffic / Parking); Kaderabek Co. (Geotechnical); Keith & Associates (Surveying) and CMS, Inc. (Cost
Estimating). In summary, Spillis Candela DMJM offers the following benefits to the City:

Parking Garage Experience:
Spill is Candela DMJM has been responsible for the planning and design of more than 40 parking garages
throughout Florida totaling more than 35,000 cars. Our firm is very familiar with this specific building type and
includes garages that range in size from less than 200 cars to more than 9000 cars. There will be no learning
curve for our firm on this project.

EXHIBIT H
