SUNNY ISLES BEACH CITYWIDE PARKING STUDY
KEITH AND SCHNARS PROJECT NO. 17747.01.9006

I. SCOPE OF SERVICES

Section 1: Trafficrrransportation Enqineerinq Services

Please note that the anticipated completion dates identified below assume that the contract for these
services has been executed and that Keith and Schnars, P.A. has received a signed contract with a notice to
proceed with this task from the City of Sunny Isles Beach prior to January 9, 2008.

Task 1: Transportation Inventory
For this study the City of Sunny Isles Beach will be divided into three distinct geographic areas (zones). These are
the Northern Area (from William Lehman Causeway to 183rd Street), the Central Area (from 183rd Street to 172nd
Street), and the Southern Area (from 172nd Street to the southern city limits). These three zones will be further
subdivided into subareas where the location of existing parking spaces will be inventoried, as well as the general
land use descriptions. This will involve verification through field visits, windshield surveys, aerial photographs, and
discussions with city staff.

Anticipated Date of Completion: January 18, 2008

Task 2: Existing Parking Supply
Upon completion of Task 1, K&S shall coordinate with city staff to assess those locations where field visits and
windshield surveys are inadequate. City staff will provide K&S with the existing parking supply for these
locations.. This is particularly critical for multi-story buildings where underground parking is relatively inaccessible.

This data will be compiled for each area and subarea in appropriate tables to determine the amount of available
public parking spaces.

Anticipated Date of Completion: January 25, 2008

Task 3: Existing Parking Demand
Given the various land uses within each area and subarea, K&S will calculate the parking demand based on current
land use information. This calculation will utilize parking demand rates as published in ITE's Parking Generation
manual, 3rd Edition. If specific parking generation rates are unavailable, this contract does NOT include services
to conduct parking demand counts to locally assess parking demand rates. The estimation of existing parking
demand will be performed for both a weekday and weekend condition, based on hourly accumulation data published
by the Urban Land Institute's Shared Parking, 2"'d Edition.

K&S will conduct a field visit during an identified weekday and weekend peak parking period to be confirmed by city
staff (generally 10:00 AM through 2:00 PM) to assess the demand for parking by beach visitors. Beach visitors
typically reside outside of the city and travel into the city. City staff will identify for K&S probable parking
locations for out-of-city beach visitors to be surveyed. This field research will be utilized to estimate the existing
parking demand by this specific destination group.

Anticipated Date of Completion: February 1, 2008

~....-'~""-~
~-",.~- ._~-""'-"'"
~~~~-:~ KEITH and SCHNARS, P.A.
-!..':::::-:,-: ENGINEERS, PLANNERS, SURVEYORS
--~
'\
C~,\
